On the morning of November 24, the National Assembly entered the 6th working week of the 10th session.
One of the important contents discussed by the National Assembly this week is the draft Law on Planning (amended) and the adjustment of the National Master Plan for the 2021-2030 period.
This content was submitted to the National Assembly and discussed in groups on November 7. Minister of Finance Nguyen Van Thang said that the National Master Plan for the 2021-2030 period, with a vision to 2050, was adjusted to suit the new context after the rearrangement of administrative units at all levels, the implementation of a two-level local government model, and the target of double-digit growth in the 2026-2030 period.

The planned adjustment of socio -economic zoning includes 6 regions, of which 2 regions have fundamental changes compared to before.
One is the North Central region including 5 provinces and cities (from Thanh Hoa province to Hue city) and two is the South Central Coast and Central Highlands region including 6 provinces and cities (from Da Nang city to Lam Dong province).
Notably, this plan orients the development of Ho Chi Minh City to become a multi-polar, multi-centered megacity, reaching international standards.
The draft adjusted Planning also expands the scope of the four national dynamic regions to adjacent areas with industrial and urban development and convenient traffic connections; adding the North Central dynamic region including coastal areas of the three provinces of Thanh Hoa - Nghe An - Ha Tinh.
Giving his opinion in the discussion group on this content, Finance Minister Nguyen Van Thang emphasized that the adjustment of the national master plan must be calculated based on the potential and strengths of each region and linked with each locality in the region.
"If everything is included and every region is the same, it will become a jackfruit thorn," Minister Thang compared and emphasized that adjusting the national master plan must be based on existing potentials and advantages to calculate development strategies for each different region.

Also in the 6th working week, National Assembly deputies will discuss many draft laws, including: Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Specialized Courts at the International Financial Center; Law on Drug Prevention and Control (amended); Law on National Reserves (amended); Law amending and supplementing a number of articles of the Law on International Treaties; Law on Investment (amended); Law on Artificial Intelligence.
The Law on Press (amended) is also one of the important draft laws being discussed. According to the Government's submission to the National Assembly at the end of October, the draft Law on Press (amended) stipulates principles on the model of operation, press economics, and expands the space for press operations to develop the press in the context of streamlining the organizational apparatus to meet information needs in the new era.
According to the draft revised law, press agencies are allowed to cooperate in producing content, except for content on political news, security, national defense, and foreign affairs. This provision is added to encourage press agencies to exploit the value of cooperation activities to serve press development, while ensuring orientation in political news information.
The Government will provide detailed regulations on linkages in press activities, clarify the responsibilities and rights of the parties participating in linkages, and promote linkages that bring value to press development.

The draft law also supplements full regulations on the methods by which the State assigns tasks, places orders, bids, and supports transportation costs, publishing, transmission, and broadcasting costs for the press to serve political, security, defense, and cultural tasks, etc.
According to the agenda of the 10th session, the investment policy for two national target programs on modernization and improving the quality of education and training in the 2026-2035 period and health care, population and development in the 2026-2035 period was also discussed by the National Assembly this week.
During the 6th working week of the 10th session, the National Assembly voted to pass the Extradition Law; the Law on Transfer of Persons Serving Prison Sentences; the Law on Mutual Legal Assistance in Civil Matters; and the Law on Mutual Legal Assistance in Criminal Matters.
