Not only contributing human resources, PC04 also allocated a part of the budget to directly support people in flooded areas to buy food and provisions, helping to stabilize their lives soon. In particular, when the flood situation continues to be complicated, the two Drug Rehabilitation Centers No. 1 and No. 2 (under the management of PC04) with more than 1,000 students, officers, soldiers and contract workers are facing the risk of lack of clean water, food and serious insecurity. Rehabilitation Center No. 2 (Tan Lap 2 village, Lam Son commune) is located right next to the spillway of the hydroelectric dam, the water level is rising abnormally, always at risk of dam failure or deep flooding. Meanwhile, Rehabilitation Center No. 1 (Ba Dui village, Bac Khanh Vinh commune) is completely isolated, without electricity, broken water pipes, and no source of domestic water. Faced with this critical situation, PC04 leaders were present at the scene. Lieutenant Colonel Dang Hoai Nam - Head of Department and Lieutenant Colonel Duong Ngo Lam - Deputy Head of Department directly stayed at Facility No. 2; Lieutenant Colonel Le Duy Dang - Deputy Head of Department stayed at Facility No. 1 to direct the response. At the same time, the unit urgently mobilized resources to purchase tons of instant noodles, thousands of liters of drinking water, medicine and other necessary necessities to promptly support the two facilities, ensuring that no cadres or students would go hungry, thirsty or in danger of their lives.
Along with that, the youth union and women's union of PC04 have joined working groups to go down to the heavily flooded communes and wards to support people in cleaning up mud, cleaning the environment, and repairing houses after the flood.
