Institutional breakthroughs pave the way for the country's development.

Speaking at the first Lawmaking Forum on the morning of November 22nd, Deputy Prime Minister Ho Quoc Dung affirmed that continuing to improve the quality of lawmaking and perfecting legislation so that legal institutions truly become a competitive advantage for the nation requires the synchronized, proactive, and responsible involvement of agencies within the political system, especially close coordination between the National Assembly and the Government at every step of the legislative process.

Making breakthroughs in the development and improvement of legislation.

Over the years, thoroughly implementing the Resolutions of the Party and the National Assembly, the Government has always identified the building and perfecting of legal institutions as a breakthrough, a key task, and a top priority, creating a solid foundation for improving the effectiveness and efficiency of management, administration, and socio-economic development of the country.

Regarding outstanding achievements, Deputy Prime Minister Ho Quoc Dung affirmed that during the 15th National Assembly term, the Government gave great priority to the work of lawmaking. The preparation of legislative dossiers was carried out in a way that reformed the process, improved the quality of personnel, and especially strengthened coordination between the Government and the National Assembly right from the policy-making stage.

To create a breakthrough in the development and improvement of legislation, in 2025 the Government drafted and submitted to the National Assembly for promulgation the Law on the Promulgation of Legal Normative Documents (amended), and the Resolution on special mechanisms and special mechanisms for handling difficulties and obstacles arising from legal provisions. These two documents are of significant importance in improving the quality of institutions and resolving obstacles and difficulties in the process of organizing and implementing laws.

The Deputy Prime Minister highly appreciated the role of the National Assembly and its Standing Committee in building and guiding legislation throughout the term, clearly identifying major priorities and areas requiring priority legislation. This guidance serves as the basis for the Government to develop its annual legislative program, ensuring proactiveness, practical relevance, and responsiveness to development requirements in the digital age. He emphasized that the coordination between the National Assembly's Ethnic Council , its committees, and government ministries and agencies has become "more in-depth, systematic, and substantive." From policy proposal, drafting, review, to acceptance and revision, government agencies have received responsible and timely support from the National Assembly. This contributes to improving the quality of draft laws before submission to the National Assembly.

In addition, through its supreme oversight activities, questioning, and thematic oversight resolutions, the National Assembly has promptly pointed out many shortcomings and obstacles, helping the Government to review, adjust, and improve discipline and order in the organization and implementation of laws.

"The close and proactive coordination between the two agencies has created significant improvements in the quality of legislative activities during this term," the Deputy Prime Minister affirmed.

In the context of a complex and volatile world , the country is facing a historic opportunity for faster and more sustainable development than ever before. To realize the aspiration of becoming a high-income developed nation by 2045, institutions and laws must continue to be improved to a higher, more synchronized, and more modern level.

Deputy Prime Minister Ho Quoc Dung affirmed that the Government will continue to promote the spirit of innovation and creativity, improve the quality of governance, and make the utmost effort to live up to the trust of the Party, the National Assembly, and the people. The Government requests that the National Assembly and the Standing Committee of the National Assembly continue to cooperate, share, and support the completion of the work of drafting and implementing laws in accordance with the spirit of Resolution 66 of the Politburo .

Improving the quality of legal human resources.

At the Forum, Associate Professor, Dr. To Van Hoa, Rector of Hanoi Law University, presented a paper entitled "Breakthrough Solutions to Improve the Quality of Human Resources in Lawmaking and Enforcement".

The Rector of Hanoi Law University believes that, in the context of accelerating institutional reform to meet the requirements of national development in the new era, the quality of human resources working in lawmaking and enforcement is of decisive importance. Party resolutions have set forth strong demands for innovation in thinking, methods, and skills of the team of lawmaking officials.

Over the years, the scale of legal training has grown rapidly, and the legal workforce has made significant contributions to the development and improvement of the legal system, the improvement of the business environment, and the promotion of integration. However, the quality of the current legal workforce still has many limitations.

According to the Rector of Hanoi Law University, the aforementioned limitations stem from both objective and subjective factors. Besides the impact of integration and competition for high-quality human resources, subjective factors still play a significant role, such as: the prevalence of bureaucratic thinking in personnel management, the slow institutionalization of the Party's policies on personnel work, the laxness of inspection and supervision, and the weak mechanisms for protecting and encouraging those who dare to think and act.

"These limitations are creating a vicious cycle in the development of legal human resources, from fragmented training leading to uneven quality of human resources, resulting in low-quality legal documents, leading to a lack of motivation in the workplace, leading to a failure to attract talent, and further leading to a decline in the quality of human resources," emphasized the Rector of Hanoi Law University.

To break the current "loop of inadequacy" in the quality of legal human resources, the Rector of Hanoi Law University, To Van Hoa, proposed focusing on five groundbreaking solutions: Strengthening the division of labor and specialization in lawmaking work in line with the innovation of organizing lawmaking work towards a scientific and modern approach. Continuous and in-depth training of legal personnel should be carried out according to the stages of the lawmaking process. Promoting training and application of digital technology, especially artificial intelligence applications, in lawmaking. Increasing focused investment in key legal training institutions and improving the quality of legal education. Completing the legal framework and breakthrough incentive mechanisms to attract, retain, and effectively utilize legal talent.

In his closing remarks at the Forum, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the Forum's theme, "Improving institutions and laws to meet the requirements of national development in the new era," attracted the attention of society, the people, the business community, as well as central and local news agencies and press.

The content of the discussions and speeches at the Forum contributed to clarifying many issues and innovative aspects in the legislative activities of the 15th National Assembly, including achievements, shortcomings, limitations, causes, lessons learned, requirements, and solutions for further strong innovation in the National Assembly's legislative activities in the future, contributing to the improvement of institutions and laws, and meeting the requirements of national development in the new era.

Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that at the Forum, agencies, organizations, delegates, and experts proposed five groups of tasks and solutions, both general and specific, that are very practical in order to further improve the legal system in the coming time.

First and foremost, we must continue to vigorously innovate our thinking, promote strategic breakthroughs, create a new development ecosystem, and focus on comprehensively and synchronously perfecting institutions to ensure rapid and sustainable national development.

The Standing Committee of the National Assembly focused on directing the development of the Legislative Orientation Project for the 16th National Assembly term, ensuring consistency and uniformity with the Project "Improving the Structure of the Vietnamese Legal System to Meet the Requirements of National Development in the New Era" prepared by the Ministry of Justice.

Strengthening the control of power in lawmaking activities, preventing group interests and parochial interests in policy making, ensuring that all decisions prioritize national interests, the interests of the people; regularly monitoring, reviewing, and evaluating the effectiveness of laws after promulgation, and applying technology in receiving, responding to, and processing feedback and suggestions from citizens and businesses related to law enforcement.

Implement synchronized, comprehensive, and decisive breakthrough solutions to create a fundamental transformation in the quality of human resources in the field of lawmaking and enforcement, meeting the requirements of the country's rapid and sustainable development.

According to the Vice Chairman of the National Assembly, in the context of digital transformation and the digital economy, digital data is being applied increasingly widely in all areas of national governance, and the work of perfecting institutions and laws cannot stand outside this international trend.
