On the evening of December 4, the Ministry of Education and Training informed that it had just requested the Departments of Education and Training to give their opinions on the draft Circular amending and supplementing Circular No. 29 regulating extra teaching and learning.
In February 2025, Circular 29 took effect, stipulating 3 subjects that are allowed to teach and learn extra in schools without collecting tuition fees from students, including: Students whose study results for the last subject of the previous semester are not at the standard level; students selected by the school to nurture excellent students; final year students who voluntarily register to review for entrance exams and graduation exams.

The Ministry of Education and Training is seeking opinions on amending Circular 29 to regulate extra teaching and learning in a more flexible manner.
Regarding the amount of extra teaching time in schools, the Circular stipulates that each subject can be organized for no more than 2 extra periods per week.
However, during the implementation process, the Ministry of Education and Training received the opinions and recommendations of many voters, organizations and individuals, so it is expected to adjust and amend the regulations to allow more flexibility in the amount of extra teaching time in schools, by giving the Director of the Department of Education and Training the authority to decide on cases at the request of the school principal.
"The school principal shall base on the practical conditions of the school (in terms of facilities, teaching staff, time for organizing the second session of teaching according to the school's educational plan, allocated budget...) to consider the necessity and appropriateness of adding more teaching and learning time for some students of the school to propose to the Director of the Department of Education and Training to consider and decide for the benefit of the students," according to the Ministry of Education and Training.
The Ministry of Education and Training emphasized that this still ensures the core principle of Circular No. 29 on management of extra teaching and learning in schools: not collecting money from students, not increasing learning pressure, and not restricting students' right to study.
More strict management of extra teachers
The draft Circular supplements regulations on regular updates on the electronic information portal or posting at the place where the tutoring facility is headquartered when publicizing information on organizations providing tutoring and learning activities outside of school to increase the effectiveness of timely supervision by society.
Stricter regulations on reporting of teachers teaching at schools when participating in extracurricular teaching. Accordingly, teachers must report before starting and update the report when there is a change in one of the report contents. This regulation aims to strengthen the management responsibility of the Principal.
Eliminate "achievement disease" in education
The Ministry of Education and Training also said that the Draft Circular amends and supplements the responsibilities of the People's Committees at the commune level (transferring the responsibilities of the previous district-level People's Committees to the People's Committees at the commune level) and the provincial level.
The amendment and supplement to the Circular continues to affirm the spirit of serving the interests of students, in accordance with the Law on Teachers when strictly prohibiting teachers from "Forcing students to participate in extra classes in any form", preserving the image and dignity of teachers according to the provisions of the 2019 Law on Education on prohibited acts in educational institutions.
"The amendment and supplementation of Circular No. 29 also contributes to ensuring legitimate and fair interests among teachers teaching different subjects in schools; helping students eliminate the tendency to emphasize certain subjects, aiming to eliminate the disease of achievement in education," according to the Ministry of Education and Training.
