The Ministry of Education and Training has just issued a document to the Provincial People's Committee on the arrangement of preschool and general education facilities to implement Conclusion 221-KL/TW dated November 28, 2025 of the Politburo and Secretariat on the situation and performance results of the political system apparatus and local governments at two levels.

Accordingly, the Ministry of Education and Training recommends that the People's Committees of provinces and cities, when arranging schools, should prioritize safe travel conditions, reasonable distances, and limit costs and risks for children, students, and trainees.

Review and reorganize the apparatus and network of public educational institutions according to the guidelines and regulations of the Ministry of Education and Training to ensure streamlining and convenience in organizing teaching and learning activities and to suit the local situation. Speed ​​up the progress of arranging kindergartens, primary schools, secondary schools, and inter-level schools.

The Ministry of Education and Training also requires focusing on forming, maintaining, and developing models of ethnic boarding schools, semi-boarding schools, and inter-level boarding schools for students at commune or inter-commune centers to create favorable conditions for students.

The provincial People's Committee needs to strengthen inspection, monitoring, urging and promptly directing the removal of difficulties and obstacles, ensuring stable teaching and learning activities during the arrangement. At the same time, direct the Department of Education and Training, relevant sectors and the commune-level People's Committee to comprehensively evaluate each arrangement plan, from which to select or adjust the appropriate roadmap.

The Ministry of Education and Training requested localities to complete the arrangement of preschool, general education and continuing education facilities before December 31 according to the direction of the Central Government.

Previously, on November 12, the Party Committee of the Ministry of Education and Training sent document No. 131-CV/DU to the Standing Committees of Provincial Party Committees of provinces and cities related to this issue.

Through examining the situation of reorganizing the network of educational institutions in a number of localities, the Ministry of Education and Training assessed that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific , prudent, democratic, public, and transparent manner.

"However, there are still places where implementation has limitations, potentially affecting teaching organization and ensuring educational security, especially in disadvantaged areas and densely populated urban areas," the document of the Ministry of Education and Training stated.

To ensure system stability, the Standing Committee of the Party Committee of the Ministry of Education and Training has requested the Standing Committees of the Provincial Party Committees of provinces and cities to focus on directing the correct implementation of the Central Steering Committee's guiding viewpoints in Plan No. 130 on the arrangement of public service units in the education sector: " Basically maintain the existing public high schools, middle schools, primary schools, inter-level schools and kindergartens; only propose arrangements and adjustments when really necessary in a convenient direction, serving the needs of the people and students".

Up to this point, Quang Ninh is the first locality to have reorganized schools. The reorganization in this locality has been implemented simultaneously, aiming to reduce by 50% the number of educational facilities under the management of communes, wards, and special zones.
