The above direction is in a document issued by the Ministry of Education and Training this morning (December 3), based on the implementation of the conclusions of the Politburo and the Secretariat on the operations of the political apparatus and local governments at two levels.
Accordingly, the Ministry of Education and Training requested the People's Committees of provinces and cities to urgently review and arrange the organization and network of public educational institutions according to the guidelines, ensuring streamlining and convenience in organizing teaching and learning activities and suitability with the local situation.
Localities must speed up the arrangement of kindergartens, primary schools, secondary schools, and inter-level schools and complete the arrangement before December 31 according to the Central Government's direction.

Focus on forming, maintaining and developing models of ethnic boarding schools, semi-boarding schools and inter-level boarding schools for students at commune or inter-commune centers, creating favorable conditions for students.
In particular, priority is given to safe travel conditions, reasonable distance, limiting costs and risks for children, students, trainees..., especially in difficult areas, borders, and islands.
The Standing Committee of the Party Committee of the Ministry of Education and Training also requested localities to arrange satellite schools according to a suitable roadmap, focusing on forming and developing models of boarding and semi-boarding schools for ethnic minority students at commune or inter-commune centers; prioritizing ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially students in difficult areas.
Direct a comprehensive assessment of arrangement options to develop a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and no disruption to teaching and learning activities.
The reason the Ministry of Education and Training emphasizes this is because through examining the situation of arranging the network of educational institutions in a number of localities, the Ministry found that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific , prudent, democratic, public, and transparent manner.
However, there are still some limitations in implementation, potentially affecting teaching and learning organization and ensuring educational security, especially in disadvantaged areas and densely populated urban areas.

To ensure system stability, the Standing Committee of the Party Committee of the Ministry of Education and Training recommends that localities reorganize but basically keep the existing public high schools, middle schools, primary schools, inter-level schools and kindergartens unchanged; only propose reorganization and adjustment when really necessary in a convenient direction, serving the needs of people and students.
The country currently has more than 23 million preschoolers and students, with more than 12,000 primary schools and nearly 11,000 secondary schools. The reorganization is oriented towards streamlining public service units and improving the quality of educational services.
Previously, the Politburo and the Secretariat issued a conclusion stating: Provinces and cities must quickly review and reorganize public educational institutions at the commune level. The Ministry of Education and Training and the Ministry of Home Affairs were assigned to coordinate with localities to implement the plan, ensuring progress and quality.
In September, the Ministry of Home Affairs also requested localities to study the arrangement of public school and hospital systems, and merge vocational and continuing education centers into vocational high schools under the Department of Education and Training, serving inter-commune and ward areas. Each province and city can only maintain a maximum of 3 vocational schools, not including autonomous facilities.
