The Ministry of Education and Training has just sent a document to the People's Committees of provinces and cities on the implementation of Conclusion 221-KL/TW of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government.

Accordingly, in order to ensure the stability, effectiveness and efficiency of the system of preschool, general and continuing education facilities, the Ministry of Education and Training requests the People's Committees of provinces and cities to urgently implement a number of tasks:

The Ministry of Education and Training requests the People's Committees of provinces and cities to coordinate with the Standing Committee of the Provincial Party Committee to implement the Central's instructions on the arrangement of public service units in the education sector, and at the same time implement the contents of Official Dispatch 131-CV/DU of the Party Committee of the Ministry of Education and Training. Along with that, localities need to implement the specialized instructions of the Ministry of Education and Training related to the arrangement and organization of preschool, general education and continuing education facilities.

Localities are required to review and reorganize the apparatus and network of public educational institutions according to the guidance of the Ministry of Education and Training, ensuring streamlining and convenience for teaching and learning, in accordance with actual conditions. The progress of arranging kindergartens, primary schools, secondary schools and inter-level schools needs to be accelerated. At the same time, it is necessary to develop models of boarding, semi-boarding and inter-level ethnic minority schools at commune or inter-commune centers to create favorable conditions for students.

Localities also need to strengthen inspection, monitoring, urging and timely direction to remove difficulties, ensuring stable teaching and learning activities during the arrangement process. The Department of Education and Training, relevant sectors and People's Committees at the commune level are required to comprehensively evaluate each plan, thereby selecting or adjusting a suitable and feasible roadmap. The arrangement prioritizes ensuring safety, reasonable distance, limiting costs and risks for children and students, especially in difficult areas, borders and islands.

Previously, on November 12, the Party Committee of the Ministry of Education and Training issued Document 131-CV/DU to the Standing Committees of Provincial Party Committees of provinces and cities on the arrangement and organization of preschool, general education and continuing education facilities.

Through inspection, the Ministry of Education and Training found that many localities have implemented the policy of streamlining the network of educational facilities in a systematic, scientific , democratic and transparent manner. However, there are still places where implementation is limited, potentially affecting the organization of teaching and learning and educational security, especially in disadvantaged areas and densely populated urban areas.

To stabilize the system, the Standing Committee of the Party Committee of the Ministry of Education and Training requested the Standing Committees of the Provincial Party Committees to direct the implementation of the Central Steering Committee's viewpoint in Plan No. 130: "Basically maintain the existing public high schools, middle schools, primary schools, inter-level schools and kindergartens; only propose arrangements and adjustments when really necessary in a convenient direction, serving the needs of the people and students".
