The Ministry of Education and Training requires the completion of the arrangement of kindergartens and primary schools before December 31.

On December 3, the Ministry of Education and Training sent a document to the People's Committees of provinces and cities on the implementation of Conclusion 221 of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government.

Accordingly, to ensure stability and improve the effectiveness and efficiency of the system of preschool, general and continuing education facilities, the Ministry of Education and Training requests the People's Committees of provinces and cities to urgently implement a number of key tasks.

The Ministry of Education and Training requests the People's Committees of provinces and cities to advise the Standing Committee of the Provincial Party Committee to organize the implementation of the Central's instructions on the arrangement of public service units in the education sector and the contents of Official Dispatch No. 131 of the Party Committee of the Ministry of Education and Training. At the same time, implement the Ministry's professional instructions on the arrangement and organization of preschool, general education and continuing education facilities.

Provinces and cities review and arrange the organization and network of public educational institutions according to the instructions and regulations of the Ministry of Education and Training to ensure streamlining and convenience in organizing teaching and learning activities and suitability to the local situation.

The Ministry of Education and Training also requested provinces and cities to direct the Department of Education and Training, relevant sectors and People's Committees at the commune level to comprehensively evaluate each arrangement plan, from which to select or adjust a suitable and feasible itinerary. Prioritize safe travel conditions, reasonable distance, limit costs and risks for children, students, trainees... especially in difficult areas, borders, islands.

Previously, on November 12, the Party Committee of the Ministry of Education and Training issued Document No. 131 to the Standing Committees of Provincial Party Committees of provinces and cities regarding the arrangement and organization of preschool, general education, and continuing education facilities.

Accordingly, through the inspection of the arrangement of the network of educational institutions in a number of localities, the Ministry of Education and Training found that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific , prudent, democratic, public and transparent manner. However, there are still places where many limitations are implemented, which may affect teaching and learning activities and ensure educational security, especially in disadvantaged areas and densely populated urban areas.

The Standing Committee of the Party Committee of the Ministry of Education and Training requested provincial Party Committees to properly implement the viewpoints of Plan 130, maintain stability in the existing public school system, only merge or adjust when really necessary and ensure convenience for people and students.

Localities need to review and arrange satellite schools according to a reasonable roadmap, develop boarding and semi-boarding models for ethnic minorities in commune/inter-commune centers; at the same time, ensure travel safety, appropriate distance, no increase in costs, no risk to students, especially in difficult areas, borders, and islands. Accordingly, the arrangement of kindergartens and general schools must be comprehensively evaluated for arrangement options, have a suitable roadmap, ensure feasibility, stability and not disrupt teaching and learning activities.
