On December 3-4, at Ho Chi Minh City University of Economics, the Ministry of Education and Training organized a Conference on Digital Transformation in Education and Training to evaluate the implementation results for the period 2022 - 2025, and at the same time discuss and propose solutions for the period 2026 - 2030.

The conference took place in the context of the education sector entering a period of strong acceleration in digital transformation, big data exploitation and artificial intelligence (AI) application.

Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc said that after three years of implementing Decision 131/QD-TTg, many educational institutions across the country have actively applied information technology in school management, teaching and operation, bringing about positive initial results.

According to Deputy Minister Nguyen Van Phuc, the Ministry of Education and Training has basically completed the construction of a national education database for preschool, secondary and university levels.

Some important platforms such as digital transcripts and digital diplomas are being actively deployed, moving towards integration into the country's common data system.

However, the digital transformation process still faces many difficulties, especially the difference in information technology infrastructure between localities, especially in remote areas; the digital capacity of teachers and managers is not uniform.

"The rapid development of artificial intelligence has opened up opportunities, but also posed many challenges in terms of exploitation, unified use and safety.

On that basis, the Ministry of Education and Training organized a conference to receive opinions from experts and educational institutions, thereby advising the Government on appropriate solutions for the 2026-2030 period," said Deputy Minister Nguyen Van Phuc.

At the conference, Mr. To Hong Nam - Deputy Director of the Department of Science, Technology and Information (Ministry of Education and Training) presented a report summarizing the results of digital transformation implementation in the period 2022 - 2025.

The report shows that the whole sector has identified two general goals and 32 specific goals for higher education and general education, of which many goals have been completed or basically completed ahead of schedule.

For general education alone, 10/19 goals have been completed. In higher education, 4/13 goals were completed ahead of schedule and 6/13 basic goals met requirements.

The construction of a database system for preschool, primary and secondary schools has brought about clear results, especially in management, operation and policy making.

Some key databases such as digital transcripts and digital diplomas are being gradually integrated on the VNeID platform, creating convenience for learners and reducing administrative procedures.

Digitizing diplomas is considered an important step to increase transparency, limit fraud and create a basis for connection with national population data.

In addition to the achieved results, the report also pointed out difficulties such as unsynchronized infrastructure, lack of maintenance funding, lack of specialized human resources, uneven digital capacity of teachers and students, as well as the lack of a common learning platform nationwide.

Mr. Nam said that in the period of 2026 - 2030, the Ministry of Education and Training will prioritize building a "correct - sufficient - clean - alive - unified - shared" database system, while developing shared learning and education management platforms nationwide.

He proposed ideas such as prioritizing investment in digital infrastructure and ensuring information security; strengthening internet infrastructure for education and information security, attracting quality human resources for the education sector and inter-sectoral coordination in deploying digital signatures, exam security and data security.

From digital report cards to smart classrooms

The thematic report of Mr. Nguyen The Son - Deputy Director of the Department of General Education (Ministry of Education and Training) showed that digital transformation in general education has achieved outstanding results.

By the end of the 2024-2025 school year, 91.6% of primary school students and 50.5% of secondary school students will use digital report cards.

Many localities have integrated digital student transcript data with the VNeID application to serve enrollment, school transfer and online administrative procedures.

In addition, school management platforms such as LMS, VnEdu, SMAS... are increasingly widely used, promoting digital management, cashless payments, organizing online teaching and professional activities.

Open learning repositories with thousands of digital resources have also been built and put on the "Digital Popular Education" platform for teachers and students to exploit.

Researching and piloting the introduction of artificial intelligence (AI) education content into schools from December 2025 is considered an important step, preparing for widespread implementation in the following school years.

However, the risk of "digital gap" between regions and the lack of synchronization in infrastructure and equipment are still challenges that need to be overcome soon.

On the business side, Mr. Hoang Cong Khue - Deputy General Director of Thanh Nam Technology Group Joint Stock Company said that positive changes in technology application are taking place strongly in schools.

Currently, 76% of general education teachers have used AI in teaching and 87% of secondary school students are clearly aware of the benefits of AI for learning.

According to Mr. Khue, these figures show the urgent need for smart digital education tools and platforms. Teachers and students are proactively seeking technological solutions to innovate teaching and learning methods, moving beyond the traditional chalk and blackboard model.

In the general education sector, the unit proposed a 3D - AI - AR digital learning materials ecosystem, integrating simulation experiments, interactive lectures and AI tools to support teachers in creating learning materials according to the requirements of the 2018 General Education Program.

A notable point in the presentation is the system of tools for creating learning materials, allowing teachers to design 3D lessons using drag-and-drop operations, even without graphic design expertise.

"The rich 3D learning materials also help students explore scientific phenomena safely in a digital environment.

Creative tools will help teachers change their role from technology consumers to digital learning material creators," Mr. Khue emphasized.

Along with that, the personalized teaching and learning AI assistant solution supports teachers in preparing lesson plans, creating questions according to thinking levels; students can monitor their learning progress, detect knowledge gaps and receive appropriate practice suggestions.

In addition, Mr. Khue also introduced the digital classroom management platform (LMS) and smart digital library, built as pillars in the school's digital transformation, helping to manage data, automatically submit assignments, connect and improve the quality of service to readers.
