On December 3-4, at the Ho Chi Minh City University of Economics , the Ministry of Education and Training organized the Conference on Digital Transformation in Education and Training, aiming to evaluate the results of the implementation period from 2022 to 2025, and to discuss and propose solutions for the period from 2026 to 2030.

The conference took place against the backdrop of the education sector entering a phase of rapid acceleration in digital transformation, big data exploitation, and the application of artificial intelligence (AI).

Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc stated that after three years of implementing Decision 131/QD-TTg, many educational institutions nationwide have actively applied information technology to school management, teaching, and operation, yielding positive initial results.

According to Deputy Minister Nguyen Van Phuc, the Ministry of Education and Training has basically completed the national education database for preschool, primary, secondary, and higher education levels.

Several key platforms, such as digital school records and digital diplomas, are being actively implemented, moving towards integration into the national common data system.

However, the digital transformation process still faces many difficulties, especially the disparity in information technology infrastructure between localities, particularly in remote and rural areas; and the digital capabilities of teachers and administrators are not uniform.

"The rapid development of artificial intelligence presents both opportunities and challenges regarding its exploitation, unified use, and security."

"Based on that, the Ministry of Education and Training is organizing a conference to gather opinions from experts and educational institutions, and then advise the Government on appropriate solutions for the 2026-2030 period," Deputy Minister Nguyen Van Phuc said.

At the conference, Mr. To Hong Nam, Deputy Director of the Department of Science, Technology and Information (Ministry of Education and Training), presented a summary report on the results of the digital transformation implementation in the period 2022-2025.

The report shows that the entire sector has identified 2 general goals and 32 specific goals for higher education and general education, many of which have been completed or substantially completed ahead of schedule.

Specifically for general education, 10 out of 19 objectives have been achieved. In higher education, 4 out of 13 objectives were completed ahead of schedule, and 6 out of 13 objectives have basically met the requirements.

The development of databases for preschool, primary, secondary, and higher education has yielded clear results, particularly in management, administration, and policy planning.

Several key databases, such as digital academic transcripts and digital diplomas, are being gradually integrated into the VNeID platform, facilitating learning and reducing administrative procedures.

The digitization of diplomas is considered a significant step towards increasing transparency, reducing fraud, and establishing a connection with the national population database.

Besides the achievements, the report also points out difficulties such as inconsistent infrastructure, lack of maintenance funding, shortage of specialized personnel, uneven digital skills among teachers and students, and the absence of a nationwide shared learning platform.

Mr. Nam stated that, during the period 2026-2030, the Ministry of Education and Training prioritizes building a database system that is "accurate - complete - clean - functional - unified - shared," while also developing shared learning and education management platforms nationwide.

He proposed ideas such as prioritizing investment in digital infrastructure and ensuring information security; strengthening internet infrastructure for education and information security; attracting high-quality human resources to the education sector; and inter-sectoral coordination in the implementation of digital signatures, exam security, and data protection.

From digital report cards to smart classrooms

According to a thematic report by Mr. Nguyen The Son, Deputy Director of the Department of General Education (Ministry of Education and Training), digital transformation in general education has achieved outstanding results.

By the end of the 2024-2025 school year, 91.6% of primary school students and 50.5% of secondary school students will be using digital report cards.

Many localities have integrated digital school transcript data with the VNeID application to facilitate online enrollment, school transfers, and administrative procedures.

In addition, school management platforms such as LMS, VnEdu, SMAS, etc., are increasingly being used, promoting digital management, cashless payments, and online teaching and professional development activities.

Open educational resource repositories with thousands of digital resources have also been built and uploaded to the "Digital Popular Education" platform for teachers and students to access.

The research and pilot program to integrate artificial intelligence (AI) education into schools starting in December 2025 is considered an important step, preparing for widespread implementation in subsequent school years.

However, the risk of a "digital divide" between regions and the lack of synchronization in infrastructure and equipment remain challenges that need to be addressed soon.

On the business side, Mr. Hoang Cong Khue, Deputy General Director of Thanh Nam Technology Group Joint Stock Company, said that positive changes in the application of technology are taking place strongly in schools.

Currently, 76% of secondary school teachers have used AI in their teaching, and 87% of middle school students are aware of the benefits of AI for learning.

According to Mr. Khue, these figures demonstrate the urgent need for smart digital education tools and platforms. Teachers and students are proactively seeking technological solutions to innovate teaching and learning methods, moving beyond the traditional chalk and blackboard model.

In the general education sector, the unit proposes a digital learning resource ecosystem that combines 3D simulations, AI, and AR, integrating simulated experiments, interactive lectures, and AI tools to support teachers in creating learning materials as required by the 2018 General Education Program.

One notable point in the presentation was the system of tools for creating teaching materials, which allows teachers to design 3D lessons using drag-and-drop functionality, even without graphic design expertise.

"The rich 3D learning resource library also helps students explore scientific phenomena safely in a digital environment."

"Creative tools will help teachers shift their role from technology consumers to creators of digital learning materials," Mr. Khue emphasized.

In addition, the personalized AI assistant solution for teaching and learning supports teachers in preparing lesson plans and creating questions according to their thinking level; students can track their learning progress, identify knowledge gaps, and receive appropriate practice suggestions.

In addition, Mr. Khue also introduced the digital classroom management platform (LMS) and the smart digital library, built as pillars in the school's digital transformation, helping to manage data, automatically assign and submit assignments, connect and improve the quality of service for readers.
