Draft to extend extra teaching hours: Schools can exceed 2 periods/week

If approved by the Department of Education and Training, educational institutions can increase the number of extra teaching periods for each subject, instead of being limited to 2 periods/week according to current regulations.

The Ministry of Education and Training has just issued a Draft Circular amending and supplementing the Circular dated December 30, 2024 on extra teaching and learning, sending it to 11 localities for comments, including Hanoi, Ho Chi Minh City, Hai Phong, Bac Ninh, Ninh Binh, Hung Yen, Thanh Hoa, Nghe An, Hue City, and Da Nang.

The draft amendment stipulates that the maximum teaching time in schools is still 2 periods/week/subject. However, the Director of the Department of Education and Training can "extend" the number of teaching periods in "special cases". Special cases will be considered and decided by the Director of the Department of Education and Training upon the proposal of the Principal or Director or head of the school (hereinafter referred to as the Principal).

The revised draft allows educational institutions to organize more than 2 extra classes per week for each subject (Illustration photo).

Previously, Circular 29 issued by the Ministry of Education and Training in February caused controversy because of its regulations on extra classes in secondary and high schools. Extra classes are only applied to three groups of students: those who have not met the requirements; excellent students who need extra training; and final year students who voluntarily review for exams, and must be organized completely free of charge.

Many teachers and parents expressed concern because the limit of two periods per week is not enough to improve weak students' abilities or nurture good students.

In addition, the Ministry of Education and Training requires teachers who teach outside of school to fully disclose information about subjects; duration; location; form; list of students and tuition fees.

Another change is that the People's Committee at the commune level directly manages, guides, and inspects extra teaching and learning activities in the area, and at the same time handles or recommends that competent authorities handle violations.

For extracurricular teaching facilities, the new Draft requires more information to ensure transparency in operations.

The Ministry of Education and Training requested the Departments of Education and Training to direct general and continuing education institutions to organize comments on the draft and send a summary of comments in writing to the Ministry before December 7.
