Knowing but still violating

Nguyen The Khiem, a 10th grade student at Van Noi High School (Phuc Thinh Commune), uses a Honda Wave110 motorbike to get to school every day. Because the school does not allow motorbikes with an engine capacity of 50cc or more, he has to park his motorbike outside the school gate and walk in. Besides Khiem, many other students who ride large motorbikes have to park their motorbikes at outside parking lots.

Ms. Le Thi Thu Hang - parent of a student at Cau Giay High School (Cau Giay Ward), said: When her son passed the high school entrance exam, her family bought him an electric bike to go to school by himself. However, after a semester, he always complained about the slowness of the bike and wanted his parents to change to a new one. Therefore, the family bought him a Future 125cc motorbike.

The Law on Road Traffic Order and Safety 2024, effective from January 1, 2025, stipulates that the minimum age for a person to drive a 50cc motorbike is 16 years old or older and people 15 years old or older are not allowed to drive a 50cc motorbike; people 18 years old or older are granted a driving license of class A1, A, B1, B, C1...

However, according to records at schools, there are currently many students who do not comply with this regulation. They ride all kinds of vehicles, from manual transmission vehicles with a capacity of over 50cc such as Honda Wave Alpha, Honda Dream to scooters such as Vision, Air Blade... Because schools prohibit students from riding motorbikes with a capacity of 50cc or more, students often park their motorbikes around the school.

In reality, although the authorities have increased inspection and handling of traffic safety compliance, the number of high school students violating the regulations is still quite high. Besides parents and students who strictly comply with these regulations, there are many cases where, because of spoiling their children and for immediate convenience, they give their children large-displacement motorbikes.

Mr. Nguyen Cao Tai - Vice Principal of Van Noi High School, expressed: Although the school has clear regulations on students not using motorbikes with cylinder capacity of 50cc or more, at the beginning of the school year all students signed a commitment not to violate traffic safety, but many students cope by parking large-displacement motorbikes at parking lots outside the school gate.

Lieutenant Colonel Pham Van Luyen - Traffic Police Department, Hanoi City Police, said: At the age of adolescence, many students lack experience and are not fully aware of the level of danger. If parents give their children large-displacement motorbikes, it means putting their children at high risk. Therefore, it is necessary to strictly handle students, parents and vehicle parking facilities that assist in violations.

Conduct long-term monitoring

According to experts, organizing short-term propaganda campaigns often creates immediate effects but is difficult to sustain. It is important to carry out long-term monitoring to ensure school gates are always safe. This requires the ward police and the semi-professional forces on duty at the school gates during rush hours to actively work to record violations, coordinate with the school to verify and invite parents to work.

In the first week of the 2025-2026 school year, Dong Kinh High School coordinated with Tuong Mai Ward Police (Hanoi) to organize a flag-raising ceremony with the theme "Traffic Safety". At the program, more than 1,400 students, teachers and the Parents' Association signed a commitment to strictly comply with traffic safety laws.

Le Van Long, a 10A4 student at Dong Kinh High School, shared: The real-life situations that the police officers gave us helped us understand the unpredictable consequences of being subjective when participating in traffic. Therefore, I pledge to seriously wear a helmet and follow the rules to ensure the safety of myself and others.

At Trung Gia Secondary School (Trung Gia Commune), the Board of Directors coordinated with the Commune Police to organize a visual communication session, showing videos of situations, and instructing on road behavior skills for more than 1,500 students. After that, all students and teachers signed a commitment to strictly implement the Law on Road Traffic Order and Safety 2024.

Some other schools also have creative and regular ways of doing this. Ha Thanh Secondary and High School (Nghia Do Ward) has included traffic safety education in life skills classes, 2 periods per week. Students not only learn about the Law of Order and Road Traffic Safety, but also participate in acting out skits and acting out violation scenarios to deepen their knowledge.

The above models show that when education is implemented synchronously, creatively and with close coordination between schools - police - parents. Thereby, students are not only equipped with knowledge, but also form traffic habits and culture right from school age.

Despite many efforts, the reality shows that peak inspections still detect thousands of cases of student violations. During the peak period of propaganda, inspection, and handling of students and parents violating traffic safety regulations, in November 2025, the Traffic Police and police units inspected, detected, and handled 3,130 students who violated.

According to Lieutenant Colonel Pham Van Luyen, to limit traffic safety violations among students, education experts propose to include traffic safety criteria in the year-end competition evaluation system of students and schools. This not only increases the responsibility of each student, but also forces schools to pay close attention, avoiding the situation of propaganda in form.

Along with that, the city also needs to continue to encourage students to go to school by bus and standard electric bicycles. Parents must be determined, not "indulging" their children by buying large-displacement motorbikes when they are not old enough and do not have a driver's license.

Mr. Kieu Cao Trinh - Deputy Head of the Department of Political Ideology and Students (Hanoi Department of Education and Training), emphasized: Traffic safety is a common responsibility of families, schools, authorities and the whole society. Schools must consider traffic education as a key task, regularly integrated into teaching and collective activities.

Families should not give their children large-displacement motorbikes before they are of age. The police force needs to maintain inspection, supervision, and strict handling, while at the same time increasing communication and direct counseling for students. Only when these solutions are implemented synchronously, continuously, and substantially, will the road to school be truly safe and peaceful.

In the coming time, Hanoi City Police will continue to closely coordinate with the Hanoi Department of Education and Training to promote propaganda and dissemination of laws; at the same time, strengthen patrols, control, and strictly handle violations among school-age children to prevent traffic accidents and build a safe and healthy traffic environment for them.
