Legal dissemination conference

On the morning of December 2nd, the Department of Justice organized a conference to disseminate the Law on Organization of Local Government in 2025; and the Law on Election of National Assembly Deputies and People's Council Deputies.

The conference was attended by delegates including legal lecturers and trainers at the provincial level; civil servants in charge of legal affairs in provincial departments and agencies; and civil servants working in judicial affairs in communes and wards...

The head of the Department of Justice delivered the opening remarks at the legal dissemination conference.

At the conference, delegates heard presentations on the new points of the Law on Organization of Local Government in 2025, including basic contents such as: Delineation of authority, delegation of power, decentralization, and authorization between local governments at different levels; tasks and powers of local governments at all levels; models of local government organization, organizational structure and operation of People's Councils and People's Committees at all levels; organization of administrative units, establishment, dissolution, merger, division, and adjustment of administrative boundaries...

Regarding the Law on Election of National Assembly Deputies and People's Council Deputies, the delegates also gained an understanding of the new points in election procedures stipulated in the Law.

The speaker presented the key contents of the Law on Organization of Local Government.

These are fundamental documents in the organization of the State apparatus and the exercise of the people's power. In particular, the Law on Organization of Local Government in 2025 strongly institutionalizes the Party's views on decentralization, delegation of power, and authorization, promoting the autonomy and accountability of local governments according to the principle of "authority should be granted to the level that can solve problems more effectively."

The Law on Election of National Assembly Deputies and People's Council Deputies adds many new mechanisms to ensure the selection of truly worthy National Assembly and People's Council deputies who possess the qualities, capabilities, and prestige to fully represent the people's right to self-governance. It also sets stricter legal standards for the consultation process, election campaigning, and the resolution of complaints and lawsuits during elections. In addition, the conference also dedicated time to answering questions and clarifying issues arising during implementation.
