Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on policies and strategies to proactively participate in the Fourth Industrial Revolution, especially Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation, has created strategic orientations for ministries, branches and localities to strongly implement digital transformation.

Thoroughly grasping that spirit, the Northwestern provinces in general and Dien Bien province in particular identify the application of science and technology, innovation and digital transformation as not only a key task for socio-economic development, but also an important solution to help overcome difficult natural conditions, narrow geographical gaps, improve competitiveness and create new development momentum.

“Only when digital technology is truly applied in social life, becoming an effective support tool for people and businesses, will digital transformation truly promote its value and create strong, sustainable changes,” Mr. Nguyen Minh Phu emphasized.

The leader of Dien Bien Provincial People's Committee also said that Dien Bien has advantages in terms of land and climate, with many raw material areas of tens of thousands of hectares such as macadamia, coffee, rubber; along with 138 typical OCOP products. However, these products still need strong support to increase value and expand the market.

The province is in dire need of “Make in Vietnam” technology solutions for traceability, supply chain management, quality forecasting; and especially carbon credit measurement and appraisal tools – a new direction, in line with the trend of green and sustainable agricultural development.

In addition, with the goal of welcoming over 1.45 million visitors in 2025 and continuing to grow in the coming years, Dien Bien tourism is on the rise but needs a strong breakthrough in technology. The province especially expects virtual reality solutions (VR/AR) to serve the reconstruction of the historical value of the Dien Bien Phu Battlefield; smart tourism platforms, centralized data systems to help people, businesses and tourists access information conveniently, improve service quality and experience.

The above orientations can open up many cooperation spaces for technology enterprises, and also show Dien Bien province's determination in applying digital technology as an important pillar of development.

From the above expectations, the leaders of Dien Bien Provincial People's Committee proposed that the Ministry of Science and Technology continue to accompany the province in connecting experts, research organizations and reputable technology enterprises.

At the same time, support the province in building brands, protecting intellectual property for key products and guiding the application of new technology models suitable to local conditions.

Along with that, Dien Bien province commits to always accompany and create the most favorable conditions in terms of mechanisms and policies for digital technology enterprises to deploy technology products and solutions in the area.

Dien Bien hopes that businesses will provide solutions that are suitable for highland conditions, easy to implement, reasonable cost, and bring real efficiency to people and businesses in the province.
