On the afternoon of December 2, the National Assembly discussed in the hall the investment policy for the national target program to modernize and improve the quality of education and training for the 2026-2035 period.

Headquarters are not on par with department level

Delegate Nguyen Anh Tri (Hanoi delegation) proposed that the Government and the Prime Minister pay attention to and prioritize the construction of a new headquarters for the Ministry of Education and Training.

According to Mr. Tri, the headquarters of the Ministry of Education and Training was built in the 70s of the last century, when the country was still facing many difficulties, with simple architecture. Although there have been several upgrades, they are just "whitewash and plaster".

Currently, the headquarters has seriously degraded, is "extremely old", and is not on par with the headquarters of a ministry.

The Hanoi delegation delegate said he felt very sad when he heard the head of the Ministry of Education and Training sadly say that the ministry's headquarters only needed to be as spacious as the headquarters of a nearby ward People's Committee.

"We are starting many large projects, all of which are necessary, but in my opinion the most necessary is the headquarters of the Ministry of Education and Training," Mr. Tri said, at the same time suggesting that the new headquarters must be large, beautiful, and decent, and among the top headquarters of ministries in Vietnam.

Mr. Tri also suggested that there must be a set of standard textbooks to successfully implement the spirit of Resolution 71 of the Politburo on unifying a set of textbooks nationwide.

According to Mr. Tri, a standard book set is one that is appropriate, error-free, up-to-date, modern; imbued with Vietnamese culture; and containing Vietnamese ethics.

If we want to have a good, standard set of textbooks, we must invest in building them, not patchwork, borrowing, or makeshift ones; and there must be a national drafting board of good, responsible people.

Focus only on breakthroughs

Explaining later, Deputy Prime Minister Le Thanh Long said that there are still many stages that need to be completed for the national goal of modernizing and improving the quality of education and training.

After the National Assembly approves the investment policy for the national target program, the next steps will be carried out, including making investment decisions.

The Government will continue to research to align, to best suit the capital allocation capacity, assigned tasks as well as the current economic context.

The Deputy Prime Minister emphasized that the policies proposed in this draft investment policy focus on a number of breakthrough steps, while other tasks have been and are being done in other programs or regular expenditures.

For example, investment in teaching ethnic minority languages ​​or languages ​​of border countries, as some opinions have mentioned, has been carried out according to separate projects and regular expenditure programs.

Or the opinion on construction of the Ministry of Education and Training, the Deputy Prime Minister said, right after the merger "we also suggested to Minister Nguyen Kim Son that now there are relatively many facilities, we need to pay attention, this is in the normal public investment program".

According to the Government's report, the total resources mobilized to implement the program are more than 580,000 billion VND, of which the central budget capital is more than 349,000 billion VND, the local budget capital is more than 115,700 billion VND, the counterpart capital of educational institutions is more than 89,000 billion VND, and the rest is other legally mobilized capital.

The Deputy Prime Minister said that if the above capital is divided among about 54,000 educational establishments, 1.6 million teachers and about 25 million students, it is "very insignificant". Mobilizing resources to implement the program is reasonable.
