The Ho Chi Minh City People's Committee has just issued a decision to establish a Steering Committee to implement the investment project to build Ho Chi Minh City Ring Road 4 (referred to as the Steering Committee).
The Steering Committee consists of 15 members, of which Chairman Nguyen Van Duoc is the Head.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong as Standing Deputy Head; Vice Chairman of the Ho Chi Minh City People's Committee Hoang Nguyen Dinh as Deputy Head in charge of directing the work of compensation, support and resettlement of the project.
In addition, the steering committee also has two deputy heads who are leaders of the two provinces where the project passes through, including Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha and Vice Chairman of Tay Ninh Provincial People's Committee Nguyen Minh Lam. The Ho Chi Minh City Department of Construction is the standing agency of the steering committee.

The Steering Committee is responsible for focusing on promoting the project according to the resolutions of the National Assembly and the Government, and promptly resolving any problems arising during the project implementation. If beyond its authority, it will report to the National Assembly, the Government and the Prime Minister for consideration and decision.
At the same time, the steering committee also coordinates and implements regulations on project implementation coordination between ministries, branches and the People's Committees of Ho Chi Minh City, Dong Nai and Tay Ninh provinces and related units; is allowed to invite organizations and experts to consult, give comments and feedback on related issues during the project implementation process.
The Ho Chi Minh City Ring Road 4 project is more than 207 km long, passing through Ho Chi Minh City, Tay Ninh and Dong Nai. The starting point of the project is at the Toc Tien - Chau Pha intersection (the intersection area with Bien Hoa - Vung Tau expressway and provincial road DT.992), the end point is at the intersection with the North - South axis at Hiep Phuoc port area, Ho Chi Minh City.
Because the section passing through the old Binh Duong province, about 48 km long, has been approved for investment, the remaining scope of the project is 159 km long, with a total investment of more than 120,400 billion VND. It is expected that in 2026, the project will complete site clearance and start construction, striving to complete construction by the end of 2028.
