Direct and faster
The Chairwoman of the People's Committee of An Cuu Ward - Ms. Hoang Thi Nhu Thanh has almost no days off. After 5 months of operating the CQDP2C model, she has also gone from one residential group to another to check each hot spot for renovation, each road with unfinished infrastructure, and each location where people have complained.
Ms. Thanh shared: "Pressure is hard to avoid, but the happiest thing for an officer is to see people trust, to see the ward work faster and more clearly; and the officers are united and determined to carry out their tasks."
In fact, in the past, many tasks in An Cuu had to go through the district level and then the district level to ask for the city's opinion, causing problems to drag on. From the lack of electricity for lighting, problems in Hue University projects, local flooding on Nguyen Huu Canh Street to a series of degraded urban infrastructure points... each created long-lasting frustrations. When decentralized, the ward took the initiative to solve them directly.
With the Hoang Thi Loan Street renovation project, in just 5 months, the ward leaders had 10 meetings with the investor to urge progress. Problems were resolved on the spot, without going through many levels.
“The workload has increased many times, and the pressure is also greater. But strong decentralization helps the ward make decisions on the spot faster, city leaders grasp the situation faster, and coordinate almost seamlessly. For anything beyond their authority, the ward works directly with departments, branches, and sectors, and there is no longer a situation of waiting for documents like before,” said Ms. Hoang Thi Nhu Thanh.
Chairman of Huong An Ward People's Committee - Mr. Nguyen Dinh Tuan acknowledged the clear effectiveness of the CQDP2C model, especially during the recent floods. Management requests from the city to the grassroots level came faster, with fewer intermediaries. The ward government proactively responded, evacuated people, prepared shock troops in a timely manner, and minimized damage to people and property.
In A Luoi 3 commune, where the inter-level school project in the border area is being implemented, Party Secretary Ho Dam Giang said that the general spirit is to do it thoroughly, quickly and not let it get stuck due to the responsibility of any party. Thanks to that, the site clearance work was completed earlier than expected despite the need to clear bombs and mines. The locality is determined to complete the inter-level school before July 30, 2026, one month ahead of schedule.
From many localities, the CQDP2C model is creating a positive pressure, whoever is assigned a task must be direct, close and active. There is no longer a gap in responsibility.
Leveraging the power of the grassroots
According to Mr. Nguyen Van Manh, Director of the Department of Home Affairs, Hue is entering a period where the workload has increased unprecedentedly. While implementing CQDP2C, the restructuring of administrative units, streamlining the organization, comprehensive digital transformation, building a unique heritage city... all are placed on the grassroots. "Large volume, high requirements... this is when the grassroots strength is most clearly revealed. The role and responsibility of each officer in each position is shown to the maximum", Mr. Nguyen Van Manh emphasized.
At the November 2025 Standing Committee Conference of the City Party Committee, the Standing Committee of the City Party Committee requested continued decentralization and strong delegation of power in socio -economic management, especially at the grassroots level; along with that is personal responsibility and evaluation of work results. Decentralization is not only to reduce the workload of superiors but also to promote the capacity of each locality and each cadre.
In the new phase, grassroots cadres not only have to understand the area but also operate the digital system well, handle online procedures, and resolve situations quickly and accurately. The grassroots will only be strong when each cadre clearly understands their responsibilities. Where the leader is decisive, there will be rapid change.
To maintain consensus, according to Mr. Nguyen Van Manh, the grassroots level must maintain dialogue, transparency and resolve work in a reasonable manner. The heritage city that Hue is aiming for requires synchronization in digital skills of officials, service capacity of grassroots apparatus and proactive spirit of the community.
During the National Unity Day, looking at the villages and residential groups, we can see that the community strength is being strongly aroused. There are no longer movements just for show, many localities have clearly established commitments, targets and monitored results.
The CQDP2C model not only innovates the way the apparatus operates but also creates a new standard of capacity for grassroots cadres: more responsible, more proactive and more effective. Grassroots strength comes from direct cadres, close to the people; correct decentralization goes hand in hand with correct control; community solidarity and consensus; and a transparent mechanism from top to bottom...
