On the afternoon of December 3, the People's Committee of An Giang province held a thematic conference on implementing the two-level local government model; and natural disaster prevention and control in the province. At the conference, delegates listened to the Department of Home Affairs and the Department of Agriculture and Environment report on the results of the implementation of the 2-level local government model after 5 months of implementation and the work of natural disaster prevention and control in the province. At the same time, they focused on exchanging, discussing and evaluating the advantages, difficulties and obstacles in performing the tasks.

Speaking at the conference, Chairman of An Giang Provincial People's Committee Ho Van Mung praised the efforts of the entire political system, People's Committees of communes, wards and special zones in implementing the 2-level local government model to operate smoothly and effectively in state management from the province to the grassroots level, without interruption in operations and serving the people.

Chairman of the People's Committee of An Giang province Ho Van Mung requested that the People's Committees of communes, wards and special zones continue to make efforts and have a high sense of responsibility in performing the assigned functions and tasks and decentralizing powers at the commune level.

Provincial departments and branches are requested to review and guide localities to resolve recommendations and problems in their respective fields before December 15. The Department of Home Affairs shall compile from departments and branches on difficulties and problems that must be recommended to the Government and ministries and branches before December 10 for the People's Committee to send to the Government.

Localities continue to improve the organizational structure; improve the quality of operations of the Public Administration Service Center; and establish a Comprehensive Service Center before December 10.

The Department of Health and the Department of Education and Training coordinate with localities to complete the transfer of health stations, primary and secondary schools to local management. The Department of Home Affairs advises the Provincial People's Committee to basically resolve the shortage of civil servants in localities by December 2025.

Chairman of the People's Committee of An Giang province, Ho Van Mung, requested localities to take the initiative in infrastructure and headquarters; each locality needs to review land funds for long-term planning. Strengthen land management, planning management, construction order management, and urban aesthetics. Continue to review and advise the Provincial People's Committee on policies for civil servants.

Regarding natural disaster prevention and control in the province, Chairman of An Giang Provincial People's Committee Ho Van Mung requested localities to proactively develop specific plans and strategies to handle possible natural disaster situations according to the motto "4 on-site" and with the spirit of "6 clear".

In December, the Provincial Military Command coordinated with the Department of Agriculture and Environment to advise the Provincial Civil Defense - Disaster Prevention and Control and Search and Rescue Command to issue a disaster prevention plan. Enhance the ability to accurately forecast the situation, especially when there are extreme natural disasters.

From now until the end of the year, departments, branches and localities will review the targets for completing tasks in 2025; develop a plan for 2026 with the province's growth target of 11.53%. In particular, pay attention to site clearance work, so as not to affect the progress of public investment disbursement.

Prepare propaganda work and organize activities to celebrate the 14th National Congress of the Party; the traditional New Year of the nation; take care of the people during Tet; ensure political security, social order and safety...

The Chairman of the Provincial People's Committee also noted that coastal localities and localities with ships must be active in preventing and combating illegal, unreported and unregulated (IUU) fishing.
