HH Linh Dam is not allowed to refuse to look after residents' electric vehicles.

HNP - In response to the residents' feedback at the HH Linh Dam apartment complex about the Linh Dam Housing Service Branch's announcement to temporarily stop accepting new electric motorbikes and electric bicycles from December 1, 2025 and completely stop keeping all types of electric vehicles from February 1, 2026 in the basements of the buildings, on December 4, the People's Committee of Hoang Liet Ward issued an official dispatch requesting HH Linh Dam not to refuse to keep electric vehicles of residents.

Parking basement of HH Linh Dam apartment complex

Specifically, the People's Committee of Hoang Liet Ward requested Private Enterprise No. 1 of Dien Bien Province (investor of HH apartment complex) and Linh Dam Housing Service Branch (the investor's representative unit to manage and operate the apartment building) to immediately implement:

Do not refuse to look after the electric vehicle;

Develop a plan to resolve the arrangement of parking locations for residents' electric vehicles according to the roadmap in Resolution No. 57/2025/NQ-HDND dated November 26, 2025 of the City People's Council.

Strengthen patrol forces, promptly detect and handle situations and incidents arising during vehicle parking in the basement of the HH apartment complex.

Regularly check and maintain fire prevention, firefighting, rescue and emergency systems and equipment to ensure stable operation and proper design functions when an incident occurs.

Dien Bien Province Private Enterprise No. 1 and Linh Dam Housing Service Branch strictly implement. In case the Enterprise and Branch intentionally do not accept electric vehicles, electric motorbikes, electric cars, causing disorder and insecurity, the Enterprise and Branch shall be fully responsible before the law.

Previously, on the afternoon of December 1, 2025, the Management Board of HH Linh Dam building posted a notice about temporarily suspending and eventually completely stopping the activities of receiving and keeping electric motorbikes and electric bicycles in the basements.

According to the Management Board, the number of electric vehicles parked in the basement has increased rapidly in recent times, leading to overloading and potential risks. Electric motorbikes and electric bicycles run on batteries - parts that have a high risk of fire and explosion if there is an electrical short circuit, collision or improper operation. The large number of electric vehicles in the basement is a closed space, if an incident occurs, the fire will spread quickly, creating a lot of toxic smoke and making it difficult to escape, threatening the lives and property of residents. Currently, the number of vehicles has exceeded the safe load capacity according to the building's design.

In addition, the designed parking area is only enough to accommodate a certain number of vehicles. In reality, motorbikes have exceeded the design standards, and the increase in electric motorbikes and electric bicycles will affect the passage, escape routes and general operations.

The notice applies in 2 phases:

Phase 1 , from December 1, 2025, the basement will temporarily stop accepting new registrations for electric motorbikes and electric bicycles. Vehicles registered before this time will still be served normally.

Phase 2 , from February 1, 2026, the basement will completely stop storing all types of electric motorbikes and electric bicycles, including pre-owned vehicles. Residents are requested to proactively move their vehicles to parking spots outside the building before the deadline.

The above announcement has made residents here angry because while the government is encouraging the use of green vehicles, the Management Board has issued a ban, putting people in a "dilemma".
