On the morning of December 3 in Ho Chi Minh City, the Ho Chi Minh City Union of Literature and Arts Associations organized a scientific seminar on Ho Chi Minh City artists promoting creativity in implementing Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo, continuing to implement Resolution No. 23-NQ/TW of the 10th Politburo on "continuing to build and develop literature and arts in the new period".

Accordingly, the key tasks mentioned in Conclusion No. 84-KL/TW are how to make literature and art truly become "a particularly important and sophisticated field of culture". A task closely related to the activities of the Union and the City's Literature and Arts Associations at present is "transferring the organization of a number of cultural and arts activities (festivals, performances, competitions, etc.) in state management agencies to specialized associations with the capacity and conditions to undertake", while at the same time proposing many urgent tasks: developing the cultural industry; arousing and strongly promoting the desire to contribute and the creative capacity of artists; promoting the strong development of research, theory and criticism; encouraging the connection between the development of literature and arts with tourism and services; promoting the image of the country and people of Vietnam internationally...

The demands of the times are many and heavy, but according to director Thanh Hiep, Head of the Criticism Theory Department (Ho Chi Minh City Theater Association): "One of the persistent paradoxes today is that professional art associations, which were born to do the job, are gradually being deprived of their professional rights. Over the past decade, the specific activities of the creative community - such as organizing festivals, considering awards, training professionals, and assessing the quality of works - have been "administrativeized", meaning that most of the authority has been transferred to management agencies."

Mr. Thanh Hiep frankly said: "That administrativeization makes many associations become "coordinating agencies" and no longer "creative centers". This makes the professional voice obscure and leads to the mentality of waiting for administrative orders. In my opinion, there needs to be a reform of professional institutions in the field of culture and arts such as: empowering associations to perform their functions properly; ensuring financial, human, legal resources and recognizing the professional authority of the profession".

Poet Nguyen Hung (Ho Chi Minh City Writers Association) worried: "For me, creativity must first of all be the right to experiment and the right to make mistakes. The right to make mistakes here does not mean tolerating bad things, but rather to acknowledge the groping, exploratory nature of art. A writer who always writes in fear - fear of "deviating from standards", fear of "not being able to publish", fear of "crossing the line" - can only be a skilled worker, not a creative artist."

In the face of the AI ​​"storm", MSc. Nguyen Thi Minh Hue (Ho Chi Minh City Fine Arts Association) raised the issue: "The popularity of AI-created works is making many artists worry about the future of their careers, especially when the public and customers do not clearly distinguish the value of works created by human creators and AI-supported works. Meanwhile, in Vietnam, there are not many official research works on the emotional aspects of artists when interacting with AI, most of which focus only on techniques, aesthetics, or professional ethics. This ambiguity makes it difficult to register copyrights, commercialize works, and protect the rights of artists when working with AI."
