Dong Thap and Tay Ninh: Strengthening links, expanding growth potential

On December 4, 2025, the State Bank of Vietnam (SBV) Region 13 held a conference to sign the coordination regulations in supporting and promoting business development in the period 2025 - 2027 between SBV Region 13, the Department of Finance, the Department of Industry and Trade and the Business Association of Dong Thap - Tay Ninh provinces. Attending the conference were Vice Chairman of Dong Thap Provincial People's Committee Tran Van Dung; representatives of departments and branches of Dong Thap province. On the side of Tay Ninh province, there were Deputy Director of the Department of Finance Tran Van Tuoi; Deputy Director of the Department of Industry and Trade Chau Thi Le; Chairman of the Provincial Business Association Trinh Van Hai.

Speaking at the opening of the Conference, Director of the State Bank of Vietnam Region 13 Pham Minh Tu emphasized the determination of agencies in accompanying businesses, considering this a key task in the context of the private economic sector continuing to affirm its role as the driving force of the economy.

He said: "The coordination regulations are not only a commitment to cooperation between management agencies, but also a promise to accompany and support businesses to overcome difficulties, expand markets, improve management capacity and link value chains."

According to the Director of the State Bank of Vietnam Region 13 , after streamlining the apparatus, the task of monetary management has been effectively implemented, ensuring credit growth in the right direction, supporting local economic development. As of the end of October 2025, the total outstanding debt of the whole region reached more than VND 510,000 billion, an increase of 8.64% compared to the end of 2024; of which outstanding loans to enterprises increased by 12.57%, accounting for 28.3% of the total outstanding debt. This is the highest increase compared to the two neighboring Mekong Delta regions.

The Director of the State Bank of Vietnam Region 13 hopes that the coordination regulations will help improve the efficiency of bank-enterprise connections, remove difficulties in accessing credit capital, promote production and business activities, and open up new growth space for both the banking system and enterprises.

Representing Tay Ninh province, Deputy Director of the Department of Finance Tran Van Tuoi affirmed the significance of the signing in the context of the province entering a new phase; committed to closely coordinate with the State Bank of Region 13 in managing financial and budgetary policies, ensuring balanced resources for the province's socio-economic development; accompanying the banking system in removing difficulties for small and medium enterprises, innovative enterprises, and high-tech agricultural enterprises.

Tay Ninh Department of Finance focuses on enhancing financial transparency, improving price management efficiency, promoting digital transformation in the financial sector, implementing cashless payment models in the public, education and health sectors, contributing to promoting the local digital economy.

Representing the business community, Chairman of the Tay Ninh Provincial Business Association Trinh Van Hai welcomed the support of management agencies, considering this an important basis for businesses to strengthen their confidence and proactively transform their growth model.

The signed coordination regulations have practical significance in concretizing Resolution No. 68-NQ/TW on private economic development - considered as the "pillars" to form a dynamic and creative business community, reaching out to regional and international markets. Inter-sectoral coordination helps to effectively connect the government - banks - businesses; enhance information exchange on policy mechanisms; promote the role of the banking system in providing priority credit; support businesses in technological innovation, expanding export markets; improve governance capacity and legal compliance.

In particular, as the Government promotes the national digital transformation strategy, businesses need support in terms of policy information, implementation techniques and guidance on accessing capital sources for innovation. With close cooperation between the management agency and the business community, Dong Thap and Tay Ninh are expected to make a strong breakthrough, developing the economy on a sustainable, modern and deeply integrated basis.

In order to concretize the content of the Coordination Regulation, the Bank for Agriculture and Rural Development of Vietnam - Bac Long An Branch has signed a comprehensive cooperation agreement with Thang Loi Group. Accordingly, the Bank will provide products and services with preferential and reasonable interest rates and costs to customers for The Win City Project in Duc Hoa Commune, Tay Ninh Province./.
