GRDP growth of 9.63%, exceeding the target assigned by the Government Resolution
On December 1, the General Statistics Office (Ministry of Finance) issued a document announcing preliminary GRDP data for the third quarter, nine months and estimated fourth quarter and the whole year of 2025 of Dong Nai province. Accordingly, Dong Nai province's GRDP growth is estimated to increase by 10.73% in the fourth quarter, the highest in the Southeast region and ranked 4th out of 34 provinces and cities, and for the whole year of 2025 it is 9.63%, the highest in the Southeast region, ranked 7th out of 34 provinces and cities nationwide.
According to the General Statistics Office, it is estimated that in 2025, the industrial and construction sector will increase by 11.52%; services will increase by 9.39%; agriculture, forestry and fishery will increase by 3.22%; product taxes minus product subsidies will increase by 8.67%.
Thus, with the GRDP growth rate for the whole year of 2025 at 9.63%, Dong Nai province exceeded the target of 1.13% compared to the Government Resolution (8.5%), the highest in the country.
This impressive result continues to affirm Dong Nai's position as a key industrial and service center, playing the leading role in the Southeast region and being among the leading localities in the country in terms of adaptability and economic recovery speed.
According to the Provincial People's Committee, the achievements were thanks to the drastic and consistent direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the effective coordination of departments, branches and sectors. These agencies have consulted on solutions, removed "bottlenecks", supported businesses in recovering production, promoted investment and effectively used resources.
In particular, the province has established the Dong Nai Socio-Economic Advisory Group with the participation of many leading experts to advise the Provincial People's Committee on strategies and plans for medium-term and long-term economic development, annual socio-economic plans, disbursement of public investment capital, and plans to reduce and simplify administrative procedures.
According to information from the Provincial People's Committee, the GRDP scale of Dong Nai province in 2025 is estimated to reach 690 trillion VND, GRDP per capita is estimated to reach 152.88 million VND.
The industrial sector continues to affirm its position as a pillar of economic growth in Dong Nai province, in line with the orientation of industrialization and modernization, accounting for about 50% of the province's GRDP. The manufacturing and processing industry contributes largely to the overall growth rate; the growth momentum of the manufacturing and processing industry comes from a stable macro environment and the recovery of orders in many industries. Many enterprises have signed new orders, expanding their markets, thereby accelerating production during the year.
Service activities have made significant progress, expanding in scale and diversifying in form, especially transportation, telecommunications - information technology, finance, banking, tourism services, contributing significantly to the implementation of the goal of economic restructuring in the area. The contribution value of the service industry to the total growth value structure of the whole province over the years has increased compared to the previous year.
The first year is expected to reach the milestone of 100 trillion VND in state budget revenue.
2025 is expected to be the first year that Dong Nai province achieves a state budget revenue of 100 trillion VND. Of which, domestic revenue is estimated at over 77.7 trillion VND, equal to 147% of the 2025 estimate; revenue from import-export activities is estimated at over 22.2 trillion VND, equal to 103% of the estimate.
In the field of domestic revenue, according to the Head of Taxation of Dong Nai Province Nguyen Toan Thang, the main source of revenue contributing to the provincial budget is concentrated in the revenue from value added tax and corporate income tax. In particular, the successful implementation of land auctions for a number of projects has contributed to a significant increase in revenue to the State budget.
Continuing to promote the achievements in state budget collection, in the coming time, Dong Nai will strengthen the direction of relevant sectors, in order to effectively implement budget collection measures, striving to complete or exceed the proposed budget collection estimate.
In the field of import and export, according to the assessment of the Regional Customs Department XVIII, in recent times, a number of imported goods groups have contributed to increasing revenue for the State budget. The main imported goods groups have had taxable import turnover increase by nearly 559 million USD, leading to an increase in State budget revenue of over 1.46 trillion VND compared to the same period in 2024.
In the field of investment attraction, in 2025, Dong Nai will promote activities to attract domestic and foreign investment; promote investment and trade. By the end of November 2025, domestic investment capital attraction inside and outside industrial parks in the province reached over 162 trillion VND and over 3 billion USD of foreign direct investment (FDI), exceeding the investment attraction plan that the province had set for 2025.
Sharing about the results of attracting investment projects to Dong Nai in the coming time, Deputy Head of the Management Board of Industrial Parks and Economic Zones of the province Pham Viet Phuong said: In 2025, the electronics and components and mechanical engineering industries will continue to be the main growth drivers, with high-value export products thanks to the expansion of production by large corporations and stable supply chains. Newly attracted projects are mainly in the manufacturing industries of semiconductors, electrical and electronic components; mechanical engineering; textiles; production of prefabricated metal products, mechanical manufacturing, etc.
Transport infrastructure - key driving force
In the GRDP growth results of Dong Nai province in 2025, the construction industry has an important contribution. The wave of public investment and key infrastructure projects implemented in the province have strongly "stimulated" the construction sector to grow strongly.

In the province, key national infrastructure projects such as Long Thanh International Airport, Bien Hoa - Vung Tau Expressway, Ben Luc - Long Thanh Expressway, Ring Road 3 - Ho Chi Minh City and many other key projects of the province are all planned to be basically completed in 2025. To complete the above goal, these projects have been accelerated by investors and contractors in recent times.
In addition to the projects under construction, in 2025, a series of key projects of the province will continue to start construction, creating resonance for the growth of the construction sector.
In August and September 2025, in the province, a series of works and projects with a total investment of more than tens of thousands of billions of VND were started and constructed. And in December 2025, the province plans to inaugurate, start construction, and open to traffic 22 large-scale and meaningful projects and works in the area to welcome the 14th National Congress of the Party with a total investment of tens of thousands of billions of VND.
Besides, thanks to the strong implementation of construction projects, construction material production activities are also bustling.
According to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, Dong Nai province determined that in order to achieve GRDP growth, public investment capital, especially investment capital for transport infrastructure projects and basic construction, must be quickly put into projects and must be disbursed in real terms with the construction volume. Because, only when capital is converted into construction volume, can growth be promoted, especially for the construction sector which is the "driver" for many other sectors to grow.
With the above economic “bright spots”, Dong Nai is holding a “golden opportunity” for breakthrough growth, towards the goal of green, prosperous, civilized, modern development, with people increasingly prosperous and happy. The province is determined to strive to basically meet the criteria of a centrally-run city by 2030. This achievement will be the foundation for maintaining sustainable growth in the future, making an important contribution to the overall development of the country.
