With funding from the National Target Program for socio-economic development in ethnic minority and mountainous areas, Phu Xuan commune has effectively implemented poverty reduction projects and sub-projects, providing further impetus for people to escape poverty.

Recognizing poverty reduction as a key, long-term, and ongoing task, Phu Xuan commune has intensified its efforts in disseminating information and mobilizing the people through various means. As a result, people have a clearer understanding of the meaning and importance of the Program and actively participate in its implementation.

Mr. Ma Van Sao (born in 1969, residing in Xuan Lang 2 village) moved from Lang Son province to Ea Dah (formerly) to start a new life in 1994. His family has six children and lacks stable employment, leading to constant financial difficulties. At the end of 2024, his family was granted support in the form of a breeding cow, valued at nearly 20 million VND. To date, the cow has thrived and recently gave birth to a calf.

Mr. Ma Van Sao (Xuan Lang 2 village) received support in the form of breeding cows to develop his family's economy .

“I was so happy when I received the cow. The commune officials even guided me on how to care for it and vaccinate it. We thank the Party and the State for providing the cow so that my family can have a livelihood and rise out of poverty,” said Mr. Ma Van Sao emotionally.

Similarly, in 2024, the family of Mr. Ma Van Coi (born in 1977) also received support in the form of a breeding cow. He researched and learned about livestock farming techniques and focused on caring for about 1 hectare of coffee. Mr. Coi happily said: "Now, my family's life is more stable than before. In the future, I will try to increase my herd of cows to earn more income."

Besides donating breeding cows, the commune also organizes training courses on livestock farming techniques and assigns veterinary officers to monitor and provide direct guidance to households. As a result, livestock are cared for using proper techniques, reducing risks and creating opportunities for herd expansion. Ms. Dinh Thi Chien, Head of the Culture and Social Affairs Department of Phu Xuan commune, assessed: “The model of supporting breeding cows has been and is bringing clear results. Many households, after receiving cows, have increased their income and escaped poverty by expanding their livestock farming scale…”

Thanks to the manure from cattle farming, the 1-hectare coffee garden of Mr. Ma Van Coi's family (Xuan Lang 2 village, Phu Xuan commune) is thriving.

It can be said that the national target program for socio-economic development in ethnic minority and mountainous areas has been contributing to creating a stable and sustainable life for the people. This will be a solid foundation for localities to continue developing comprehensively and sustainably in the future.

From the beginning of 2025 until now, the commune has provided support in the form of 136 breeding cows to 136 poor and near-poor households, totaling nearly 3 billion VND. The program not only provides assets but also instills confidence and motivation, helping people to move forward on the path to sustainable poverty alleviation…” - Mr. Phan Tien Thanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Phu Xuan commune.
