Providing livelihood support to people

From the capital sources of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas, Phu Xuan Commune has effectively implemented poverty reduction projects and sub-projects, adding motivation for people to escape poverty.

Identifying poverty reduction as a key, long-term and regular task, Phu Xuan commune has promoted propaganda and mobilized people in many forms. Thanks to that, people are more aware of the meaning and importance of the Program and actively participate in the implementation process.

Mr. Ma Van Sao (born in 1969, residing in Xuan Lang 2 village) from Lang Son province came to Ea Dah (old) to start a business in 1994. His family has 6 children, no stable jobs so always facing difficulties. At the end of 2024, his family was considered for support with a breeding cow, worth nearly 20 million VND. Up to now, the cow has developed well and has just given birth to a calf.

Mr. Ma Van Sao (Xuan Lang 2 village) was supported with breeding cows to develop his family's economy .

“The day I received the cow, I was very happy. The commune officials also instructed me on how to care for and vaccinate it. We thank the Party and the State for providing the cow so that my family could have a livelihood and escape poverty,” Mr. Ma Van Sao said emotionally.

Similarly, in 2024, the family of Mr. Ma Van Coi (born in 1977) was also supported with a breeding cow. He researched and learned breeding techniques, focusing on taking care of about 1 hectare of coffee. Mr. Coi excitedly said: "Up to now, family life has been more stable than before. In the coming time, I will try to increase the herd of cows to have more income."

Not only do they give away breeding cows, the commune also organizes training courses on breeding techniques and arranges veterinary staff to monitor and provide direct guidance at households. Thanks to that, livestock are cared for properly, risks are limited and opportunities for herds to increase. Ms. Dinh Thi Chien, Head of the Department of Culture and Society of Phu Xuan commune, assessed: “The model of supporting breeding cows has been bringing about clear results. Many households after receiving cows have increased their income and escaped poverty thanks to expanding the scale of breeding…”.

Thanks to manure from raising cows, the 1-hectare coffee garden of Mr. Ma Van Coi's family (Xuan Lang 2 village, Phu Xuan commune) is growing well.

It can be said that the national target program for socio-economic development in ethnic minority and mountainous areas has been contributing to creating a stable and sustainable life for the people. This will be a solid foundation for the locality to continue to develop its socio-economy comprehensively and sustainably in the coming time.

Since the beginning of 2025, the commune has provided 136 breeding cows to 136 poor and near-poor households with a total amount of nearly 3 billion VND. The program not only gives away assets but also gives people confidence and motivation to help them firmly step on the path to sustainable poverty reduction..." - Mr. Phan Tien Thanh, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Phu Xuan commune.
