Preparing high-quality human resources.
The establishment of Dong Nai City opens up significant opportunities for implementing groundbreaking policies in education , training, and talent attraction. Human resources need to be upgraded in both skills and expertise to meet the demands of high-tech industries, modern services, and smart urban management. This includes prioritizing the improvement of the quality of highly skilled human resources and their ability to master science and technology, meeting the increasingly high demands of the labor market and international standards.
According to Dong Nai's development plan until 2030, the projected demand for new labor is an average of 35-40 thousand people per year, focusing on sectors such as: processing industry, high technology, supporting industries, transportation, and e-commerce. Regarding quality, there is an increased demand for skilled labor, especially in electronics, electrical, and mechanical engineering.
The synchronized improvement of human resource quality, modernization of production technology, and continued investment in infrastructure development are considered urgent and decisive requirements for Dong Nai's sustainable development in the coming period. In particular, with a series of key projects under construction and preparing for operation, the demand for human resources to operate these projects in Dong Nai city is very high.
The Resolution of the First Congress of the Dong Nai Provincial Party Committee (now Dong Nai City), term 2025-2030, sets out breakthrough tasks. Among them, the first breakthrough task is: “Improving the quality of the cadre, especially key cadres at all levels, with strong political acumen, sufficient qualities, capabilities, high action spirit, and a desire to contribute, and prestige commensurate with their responsibilities; developing high-quality human resources in the fields of: high-tech industry, logistics, education, healthcare, science and technology, and digital transformation.”
To build a high-quality workforce to meet the demands of automation and digital transformation, the Action Program implementing the Resolution of the First Congress of the Dong Nai Provincial Party Committee (now Dong Nai City Party Committee), term 2025-2030, of the City Party Committee clearly identified one of the key tasks as focusing on developing education and training, improving the quality of human resources to meet the requirements of new development and international integration. It also emphasizes continuing fundamental and comprehensive reforms in education and training, linked to the requirements of socio-economic development and the labor market. The program aims to train, cultivate, and supply a workforce with the skills and qualifications to meet the demands of the scientific and technological revolution and digital transformation.
The key to sustainable development.
According to the Department of Finance, Dong Nai currently has 7 universities and branches, offering multi-disciplinary and multi-field training, providing high-skilled human resources for the locality and the Southeast region. At the same time, several major universities such as the Ho Chi Minh City University of Medicine and Pharmacy, the Aviation Academy, and the University of Transport are proposing to establish branches in Dong Nai. This is a significant advantage for the city to proactively develop high-quality human resources, meeting the growing demand from industrial parks, high-tech zones, financial and logistics services, and especially the human resource needs for Long Thanh Airport and the Long Thanh Airport urban area.
In addition, vocational education institutions have been strengthened. According to a report from the Department of Internal Affairs, Dong Nai currently has 74 vocational education institutions (including 12 colleges, 7 secondary schools, 55 centers, vocational education and continuing education, and other institutions with vocational education activities). Several exemplary vocational education institutions have invested in expanding their scale and upgrading to modern equipment, such as Dong Nai Technical College, Dong Nai High-Tech College, Binh Phuoc College, Mechanical and Irrigation College, Lilama 2 International Technology College, etc., meeting domestic, regional, and international training standards.
Dr. Nguyen Van Tan, Vice Rector of Lac Hong University (Tran Bien Ward), stated: To meet the development requirements of Dong Nai in the new phase, the city needs to identify human resources as the pillar of commercial activities. Therefore, training high-quality human resources has become particularly urgent.
"With the existing system of numerous universities, identifying key industries for the coming period is extremely important. This requires close coordination between the State, businesses, and training institutions to promote the development of high-quality human resources to meet practical requirements," emphasized Dr. Nguyen Van Tan.
Currently, vocational education institutions in Dong Nai city have become more proactive in collaborating with businesses, and are paying more attention to skilled labor, especially highly skilled workers. Businesses are showing greater interest in creating opportunities for students to intern at their companies, creating more job opportunities for graduates, with the number of graduates being recruited and placed in jobs increasing steadily.
According to Do Dinh Hiep, Production Director of Vietnam Precision Industry Co., Ltd. (Ho Nai Ward): As a company specializing in mechanical manufacturing and a pioneer in applying modern machinery to production, the company has prioritized recruiting high-quality workers with commensurate salaries over the years. Skilled workers always have a secure position, rapid advancement, and high salaries. However, the workforce is still lacking and weak; training and upgrading the skills of the workforce is a pressing issue today.
In early March 2026, the Vice Chairman of the Provincial People's Committee (now the Vice Chairman of the City People's Committee), Le Truong Son, signed and issued the Plan for Training and Developing Human Resources to Meet the Construction and Operation Needs of Key Projects in Dong Nai Province for the period 2026-2030. Accordingly, in 2026, relevant units will conduct surveys, collect, update, manage, and analyze data to forecast the labor recruitment needs of key projects in the province.
The locality has developed a program for developing high-quality human resources and policies to attract and retain talent in order to meet the demand for experts and highly skilled technical workers for projects.
Mr. Nguyen Quoc Truong, General Director of Anh Duong Irradiation Technology Joint Stock Company (Long Thanh High-Tech Industrial Park, Long Thanh Ward), said: When Dong Nai becomes a city, there will be many job opportunities for workers. However, both the locality and the business community need policies to attract and retain talent. In addition, it is necessary to build a competitive compensation mechanism, a modern and transparent working environment; and simultaneously implement policies to support housing, healthcare infrastructure, education and urban services, and living conditions for experts, engineers, and highly skilled workers.
In the powerful wave of digital transformation and automation, Dong Nai province identifies the development of high-quality human resources as a key factor in creating new momentum for sustainable growth. To adapt to this context, the workforce, especially young people, must proactively equip themselves with solid professional knowledge, vocational skills, digital thinking, and the ability to master technology and automation. This is not only a requirement of the new labor market but also a condition for Dong Nai workers to confidently adapt, break through, and assert their position in the value chain of the modern economy.
