In the context of increasingly demanding urban governance requirements, standardizing the workforce at the grassroots level is considered a crucial factor for the efficient and smooth operation of the administrative apparatus.
Step up training after organizational restructuring.
According to the report of the City People's Committee at the Conference summarizing one year of implementing the two-tiered local government model, after the initial review following the reorganization, the entire city had 291 civil servants (accounting for nearly 6.9%) who lacked experience suitable for their new positions. In light of this, the Provincial People's Committee (now the City People's Committee) issued Plan No. 21/KH-UBND, dated July 28, 2025, directing departments, agencies, and localities to strengthen training and professional development in line with the requirements of decentralization and delegation of power, and to improve public service skills in the new context.

To date, the city has organized training for over 6,800 officials and civil servants; sent over 4,500 to participate in professional training and development programs; implemented digital transformation training for over 29,700 officials; and organized Party building training for approximately 2,300 officials. The training content focuses on updating legal regulations, providing in-depth professional guidance, improving administrative and state management skills, and applying information technology in work processes. Currently, the quality of the civil servant workforce has been largely maintained and is gradually improving; the workforce possesses strong political convictions, a sense of responsibility, and proactive adaptation to job requirements; their professional qualifications basically meet the standards for their positions and job titles.
In localities, training and professional development programs are implemented in line with practical requirements. According to Nguyen Duy Tan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tran Bien Ward, after the restructuring of the administrative apparatus, the team of officials and civil servants has gradually improved their professionalism, and the quality of service to the people has been enhanced. However, because the staff were recruited from many previous localities, there are still disparities in professional qualifications and practical experience; while the workload has increased due to the integration of many fields, creating great pressure on the professional staff. Some new tasks have been decentralized to the ward level, so the initial process of handling work is still difficult and confusing.
