The Ho Chi Minh City People's Committee requires investors of important national projects - including Bien Hoa - Vung Tau Expressway (phase 1, component project 3), Ho Chi Minh City Ring Road 3 (component project 1), Ho Chi Minh City - Moc Bai Expressway, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Ho Chi Minh City Ring Road 4 and urban railway projects - to review the entire current status, fully identify problems and immediately propose solutions to ensure progress.
The city requires units to seriously implement the peak emulation plan of "100 days of streamlined - strong - effective - efficient, effective and efficient operations", considering this a drastic action to accelerate the disbursement of public investment capital. Investors must closely coordinate with contractors, organize continuous construction according to the three-shift, four-shift mechanism, strive to increase the construction volume by 15-20% compared to the plan to ensure the progress of key projects.
Immediately after signing the contract, the units must complete the advance payment procedures to facilitate the start of construction, avoiding delays due to lack of resources. The acceptance records must be prepared, completed and transferred to the State Treasury within four days of the completion of the volume, avoiding the situation of piling up records at the end of the year, causing congestion in payment control.
The City People's Committee also requested strict implementation of Decree 254/2022/ND-CP on streamlining procedures, simplifying payment records and enhancing the application of technology in disbursement control. This is considered a key solution to remove procedural bottlenecks and accelerate the flow of public investment capital.
At the same time, the city requires close monitoring of construction progress and quality; proactively preparing adequate materials, equipment, and financial resources; and organizing construction scientifically , safely, and in accordance with regulations. Investors must promptly compensate for affected progress, ensuring that the overall project is not prolonged.
Regarding compensation, support and resettlement – one of the major bottlenecks for infrastructure projects – the City People’s Committee has determined specific responsibilities for the heads of the People’s Committees of wards and communes where the project passes through. Site clearance must be carried out in the spirit of “6 clear”: clear people, clear work, clear responsibilities, clear authority, clear time and clear results; resolutely handle cases of delay and obstruction of construction.
With the new direction, Ho Chi Minh City has shown its determination to complete key transport projects on time. The city hopes that accelerating disbursement, tightening construction discipline and enhancing the responsibility of each entity will contribute significantly to increasing connectivity, developing infrastructure and promoting socio -economic growth in the coming time.
