Supporting over 118,000 women to start businesses and start businesses
Reporting at the Conference, Party Central Committee member, President of the Vietnam Women's Union Nguyen Thi Tuyen said that 8 years of implementing Project 939 has been a journey of learning, full of effort, determination, perseverance and creativity of all levels of the Union and all classes of Vietnamese women. All targets of Project 939 have been achieved and exceeded, with some targets exceeding the set plan, such as: Supporting more than 118,000 women to start businesses and start businesses; supporting the establishment of 1,666 new cooperatives and over 6,000 cooperative groups managed and operated by women; 130,000 newly established women's enterprises have been consulted and supported...
Speaking at the Conference, Prime Minister Pham Minh Chinh stated that women play a central role, are a particularly important component of the whole society, are a revolutionary force that has made great contributions to the glorious victories in the heroic history of the struggle to build and defend the Fatherland of the Vietnamese people. The Prime Minister emphasized that wherever they are, in any circumstance, in any position, Vietnamese women always strive to overcome all adversities, prejudices, difficulties, obstacles, strongly promote traditions and good qualities, not only are they the keepers of the warm fire in each family but also the pioneers, creating sustainable social values and directly participating in building and developing the country.
The Prime Minister said that throughout the history of the Vietnamese revolution, our Party and State have always paid special attention to the development of women and women's work, and have issued and focused on directing the implementation of many mechanisms, policies and solutions to care for, protect, enhance the role and contributions of women and ensure gender equality in all aspects of life and society.
Vietnamese women have been actively participating in creative startups and economic development through many programs and projects of the Party and the State, typically the Project "Supporting Women to Start a Business in the 2017-2025 period" chaired by the Central Committee of the Vietnam Women's Union, with women as the central and main subjects, and the "Women Start a Business" competitions as a major forum, promoting the spirit of daring to think and daring to do of women, incubating many startup models with sustainable vitality in the community.
The Prime Minister emphasized that women's development is the foundation for nurturing each person's personality values, the fulcrum for each family's happiness, the decisive factor for the stability and sustainability of society, and an important driving force for the country's growing strength and prosperity.
Through the summary report and comments at the Conference, the Prime Minister assessed the Project "Supporting Women Start-ups for the 2017-2025 period" (Project 939) as one of the outstanding achievements, the clearest evidence for the correct and creative policies and guidelines of our Party and State in implementing the goal of gender equality and private economic development among all women" with 5 important "bright spots". Accordingly, more than 118,000 women have been supported to start businesses and start businesses (nearly 6 times higher than the set target); supported the establishment of more than 1,600 new cooperatives and over 6,000 cooperative groups managed and operated by women (6.6 times higher than the target); more than 130,000 newly established female enterprises have been consulted and supported (1.3 times higher than the target); more than 2,400 Billions of VND in capital were connected through banks, support funds, and microfinance; over 1,800 competitions and women's startup festivals attracted more than 41,000 creative ideas, creating a strong ripple effect with many projects reaching international markets such as: clean agricultural products, OCOP...
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the important results that all levels, sectors, localities and women have achieved in the past time, making important contributions to the overall achievements of the country; commended 195 outstanding collectives and individuals honored at the Conference - these are beautiful flowers, typical nuclei in the national startup movement; at the same time commended and highly appreciated the Vietnam Women's Union in its determination and effective implementation of Project 939.
In addition to the achievements, the Prime Minister also frankly acknowledged that there are still limitations, inadequacies, difficulties and challenges. The environment to support startups is not uniform; digital transformation is not comprehensive; management capacity and business skills of a segment of women are still limited. Women in remote areas and ethnic minority women still face many barriers in accessing capital, land, science and technology, markets, etc. The ecosystem to support women startups is not yet closely connected, specialized, and meets the diverse needs of women startups.
The Prime Minister said that the success and practical effectiveness of Project 939 in the past time is just the beginning, the foundation, creating motivation and inspiration for the next phase. Based on inheriting and promoting the achievements and proposals of the Vietnam Women's Union, the Prime Minister has just issued Decision No. 2415/QD-TTg dated October 31, 2025 approving the Project to Support Women in Starting a Business for the period 2026 - 2035 (Project 2415).
Project 2415 has many important new points such as identifying women as the center, innovation as the driving force, digital transformation and green transformation as the main methods; developing a dynamic, closely linked and sustainable ecosystem to support women in starting a business; enhancing women's economic power; ensuring synchronization between policies to support women in starting a business and socio-economic development programs; contributing to meeting the country's development requirements in the new period.
According to the Prime Minister, the significance of the Project is not only to support and promote women's start-ups, building a dynamic and creative start-up ecosystem, but also to directly contribute to the implementation of the country's strategic goals: Rapid, sustainable and inclusive development; implementing the national digital transformation strategy, developing the digital economy, digital society, digital citizens; identifying people, specifically women as the center, the subject, the target and the driving force of development; maximizing resources to support women's start-ups and promoting internal resources in combination with external resources; arousing the spirit of self-reliance, self-reliance, aspiration to rise up, and innovation of Vietnamese women.
In the coming time, the world situation will continue to develop in a complex and unpredictable manner, with generally more difficulties and challenges than opportunities and advantages. This context requires all of us to have higher determination, greater efforts, and more drastic actions to successfully implement the two 100-year strategic goals that our Party, State, and people have chosen, leading the country firmly into a new era of prosperity, civilization, prosperity, happiness, and socialism.
In today's world, science and technology are objective requirements; innovation is a strategic choice; digital transformation is a prerequisite; international integration is an inevitable path; thereby opening up a new, unlimited development space for entities, especially women, in creative startups, mastering science and technology, promoting digital transformation and deep, substantial and effective international integration.
Create the most favorable environment for women to start creative businesses
Continuing the revolutionary spirit of the "Three Responsibilities" and "Five Goods" movements in the previous resistance war and nation-building, to contribute to achieving the double-digit growth target in the coming years and the two 100-year goals, the Prime Minister asked Vietnamese women to promote the spirit of "Three Pioneers" and "Five Masters" in creative startups in the spirit of Project 2415.
Accordingly, the "3 pioneers" include: Pioneers who dare to think, dare to do, dare to engage in difficult and complex fields, dare to overcome their own limits; Pioneers who innovate, think differently, accept risks; Pioneers who promote integration, connection, flexible adaptation, comply with business ethics and laws, and contribute to social security.
"5 masteries" include: Mastering knowledge and skills; Mastering science, technology, and digital transformation; Mastering finance and development resources; Mastering smart management, optimizing work efficiency; Mastering the market, startup ecosystem, and building corporate brands.
To successfully implement the goals and tasks of Project 2415 in the coming time, the Prime Minister requested Ministers, heads of sectors, heads of central agencies and organizations, and local Party Secretaries and Chairmen to focus on directing the implementation of a number of key contents.
Firstly , relevant ministries, branches and agencies proactively and actively coordinate closely with the Vietnam Women's Union; deploy mechanisms and policies into specific actions; prioritize investment and mobilize specific resources to provide practical support for women to start creative businesses, as General Secretary To Lam emphasized at the 95th Anniversary of the Vietnam Women's Union "Investing in women is investing in national productivity and the future of the nation".
Ministries and sectors proactively advise, propose, and remove institutional and policy barriers, supporting women in accessing green credit sources, development support funds, venture capital funds, land resources, resources, technology, and markets. Strengthen trade promotion, expand markets, support women in transforming production and business towards greening, digitalization, efficiency, and sustainability, strengthen international cooperation, and ensure that more and more products of women-owned enterprises participate in supply chains.
Second , provinces and cities clearly identify supporting women in creative startups as a key task in local socio-economic development; proactively issue support plans suitable to the characteristics of each locality, region, area, and target; create the most favorable environment for women in creative startups; build sustainable women's startup models; support women in participating in sustainable business models, digital transformation, green transformation; honor examples of women in creative startups...
Third , the Vietnam Fatherland Front, socio-political organizations, press and media agencies continue to promote the role of monitoring, criticizing, and mobilizing the whole society to support the women's start-up movement, arousing the spirit of creative entrepreneurship and legitimate enrichment of women; encourage women's businesses to develop transparent production and business, safe products; expand digital communications, apply artificial intelligence, and improve women's accessibility, especially in remote, isolated, and ethnic minority areas.
Fourth , the Prime Minister requested that business associations, business communities, entrepreneurs, and cooperatives have specific programs, plans, and solutions to promote women's creative startups and develop women's businesses; support business households owned by women to transform into enterprises; share experiences, inspire, and enhance the capacity to connect resources for women members; encourage businesses to fulfill social responsibilities, develop sponsorship models, and accompany women in creative startups.
Fifth , the Prime Minister requested the Vietnam Women's Union to continue to clearly affirm its core role and connecting center in supporting women to start creative businesses, especially in international cooperation, connecting intellectuals, connecting resources, connecting businesses. Focus on incubating ideas, supporting consulting, connecting capital, markets, building a network of prestigious consultants and experts to support women's startups, building, connecting and developing a synchronous and sustainable ecosystem to support women's startups. Improve the capacity of Women's Union organizations at all levels in effectively implementing activities to support women to start businesses. Timely honor and commend outstanding examples in the movement of women to start creative businesses. Step up propaganda to arouse the entrepreneurial spirit and the desire to do business to get rich legitimately among women.
Emphasizing that the journey of women's creative entrepreneurship is a noble and glorious journey, according to the Prime Minister, there are many difficulties and challenges that need to be overcome, requiring resilience and creativity, a path full of dreams, ambitions, rising to legitimate enrichment, economic development, courage, and constant dedication to create positive values for oneself, family and the whole society.
With the spirit of "Party leadership - State creation - Women pioneering - Association support - Country development - People well-off", the Government, the Prime Minister, together with all levels, sectors and localities, will always accompany and create the most favorable conditions for Vietnamese women to start creative and effective businesses, further promoting their especially important role and position and developing sustainably in the new era, Prime Minister Pham Minh Chinh affirmed.
The Prime Minister hopes and believes that, promoting the glorious tradition of heroism, indomitability, loyalty and responsibility, Vietnamese women will always be a symbol of will, morality, knowledge, determination, perseverance, resilience and endless creativity, increasingly confident in continuing to firmly step into the marketplace, succeed in production and business, master science and technology, digital transformation, green development, constantly innovate, with strong financial and management capacity, deeply participate in regional and global production networks and supply chains.
The conference commended, rewarded and honored 61 collectives and 84 women individuals with outstanding achievements in starting a business, supporting women to start a successful business and 50 cooperatives managed by women that are exemplary in production and business activities, attracting and creating many jobs for female workers.
Within the framework of the conference this morning, Prime Minister Pham Minh Chinh and delegates officially pressed the button to launch the Project to Support Women in Starting a Business for the period 2026-2035 (Project 2415). This is an important milestone opening a new phase for the Project to Support Women in Starting a Business, with a longer-term vision and a more modern approach.
Specific objectives of Project 2415
The project is divided into 2 phases: Phase 1: From 2026-2030; Phase 2: From 2031-2035 with specific goals for each.
In which, the target by 2035 is:
- 90% of members have raised awareness of economic policy and entrepreneurship.
- 100% of the Association's specialized staff are trained in startup support skills.
- 750,000 women-owned or managed businesses receive advice on tax, finance, credit and innovation.
- 75,000 women received intensive training in business.
- 75,000 female households/enterprises are supported to access capital and start-up funds.
- 25,000 female business households converted into enterprises.
- 8,000 female enterprises and cooperatives are supported in restructuring.
- The rate of female leaders in enterprises and cooperatives reaches 35%.
- 50 female businesses are supported in digital transformation - green transformation according to ESG criteria.
The overarching goal of the Project is to build a friendly - creative - inclusive startup ecosystem where all women have the opportunity for sustainable development.
