The People's Committee of Ho Chi Minh City has just issued Plan No. 177/KH-UBND on developing the Innovation System (ISR) and the Creative Startup Ecosystem (CSE) with the goal of turning the city into an ASEAN regional innovation center and moving towards the Top 100 cities with a dynamic global entrepreneurship ecosystem in the period 2026-2030.
Accordingly, Ho Chi Minh City aims to have its innovation ecosystem position in the Top 100 cities in the Global Innovation Ecosystem Ranking by 2030; to form and develop at least one international-class innovation and entrepreneurship center; to strive to have at least two highly interactive, creative urban areas that play a leading role in the city's economic growth.
In addition, in the period of 2026-2030, each year, the city also aims to have at least 300 pre-incubation projects, 200 incubation projects, and 50 acceleration projects supported by the city budget; forming a startup business community with 5,000 enterprises; continuing to consolidate and maintain the position of Top 3 localities leading in the Provincial Innovation Index (PII).
Ho Chi Minh City has proposed many specific tasks and solutions to achieve the above goals: Perfecting institutions, implementing policies to create breakthroughs in developing the innovation system and the innovation ecosystem; increasing investment, perfecting infrastructure, developing the innovation system and the city's innovation ecosystem; promoting international cooperation and developing high-quality resources; promoting innovation and innovation culture.
The budget for implementing the plan is guaranteed to be allocated from the state budget, including the central budget and the city budget in accordance with the city's balancing capacity according to the provisions of the State Budget Law and the provisions of the law on public investment; investment and sponsorship sources from enterprises, organizations, individuals and other legal sources of funding.
In the group of tasks and solutions, the solution to promote innovation and entrepreneurship culture is noteworthy. Accordingly, the city will implement a non-refundable support policy for innovation and entrepreneurship projects according to Resolution No. 20/2023/NQ-HDND dated November 11, 2023 and Resolution No. 412/NQ-HDND (on the application of Resolution No. 20/2023/NQ-HDND) of the City People's Council (after the merger).
The city will connect the innovation and entrepreneurship projects that are being supported and after being supported with the activities of the entrepreneurship ecosystem to seek additional resources to support the projects in the next phase and attract investment capital for these projects. Organize activities to connect customers, potential markets for projects, experts, entrepreneurship support organizations, international organizations, business promotion organizations and other partners for innovation and entrepreneurship projects.
Organize investment connection events, demo days, pitching days for projects with venture capital funds, angel investors to attract investment capital for projects that have been and are being supported at different stages. Support technology enterprises in the city to invest abroad; attract domestic and foreign enterprises to start up in the city, prioritizing enterprises with high digital technology content in operations and production, especially enterprises with high economic content such as electronics enterprises and semiconductor enterprises.
In addition, in the above solution group, the city also organizes networking events between the business community and KNST enterprises to seek solutions and ideas to promote innovation in science development and technology application in the public sector (InnoGov coffee). Promote state management agencies to apply science and technology, innovation and digital transformation in activities to improve the quality of state management and create support for the industry/field in charge of development...
