Urgently complete the report on investment proposal for the National Target Program

Deputy Prime Minister Nguyen Hoa Binh directed the Ministry of Agriculture and Environment to fully absorb and explain the opinions of Government members, the National Assembly Standing Committee, and National Assembly agencies and unify the content of the dossier submitted to the Ministry of Ethnic Minorities and Religions to complete the dossier of the Report proposing investment policies for the National Target Program.

The Government Office has just issued Official Dispatch No. 11745/VPCP-NN dated November 30, 2025 to the Ministry of Agriculture and Environment to notify the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh on completing the dossier and authorizing the signing of the Report to submit to the National Assembly for consideration and decision on investment policy for the National Target Program.

Accordingly, Deputy Prime Minister Nguyen Hoa Binh directed the Ministry of Agriculture and Environment to fully absorb and explain the opinions of Government members, the National Assembly Standing Committee, and National Assembly agencies and unify the content of the dossier submitted to the Ministry of Ethnic Minorities and Religions to complete the dossier of the Report proposing investment policies for the National Target Program.

Regarding the Proposal Report dossier, Deputy Prime Minister Nguyen Hoa Binh directed the Ministry of Agriculture and Environment to promptly synthesize, absorb, and fully and reasonably explain the opinions of Government members, the opinions of the National Assembly Standing Committee (in Document No. 4665/TB-VPQH dated November 27, 2025) and the agencies of the National Assembly to complete the dossier; take full responsibility for the dossier, content, data information and the contents absorbed and explained.

After fully absorbing the opinions of the Government members and the opinions of the National Assembly Standing Committee and the National Assembly agencies, agreeing on the content of the dossier submitted to the Ministry of Ethnic Minorities and Religions, the Minister of Agriculture and Environment is assigned, on behalf of the Prime Minister, to sign the Government's Submission and Report to send to the National Assembly agencies and the National Assembly and be accountable to the National Assembly agencies and the National Assembly.

Previously, in Notice No. 4665/TB-VPQH dated November 27, 2025 of the National Assembly Office on the Conclusion of the National Assembly Standing Committee on the Investment Policy of the National Target Program on new rural construction, sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas for the period 2026-2035, the National Assembly Standing Committee agreed with the Government's Proposal on the policy of merging 3 National Target Programs into 1 National Target Program to be implemented in the period 2026-2035, to concentrate resources, improve management and operation efficiency, and overcome shortcomings and limitations of the previous period.

In particular, the National Assembly Standing Committee noted: it is necessary to explain more clearly the consolidation, how to handle the existing problems and limitations of the previous stage, the mechanism to ensure that policies are not reduced, there is no interruption or reduction of investment resources for the Program; the priority viewpoint, focusing investment resources on ethnic minority and mountainous areas.

The National Assembly Standing Committee requested to clarify the responsibilities of the Program's host agency, clearly assign the agency in charge of each component, content and coordinating agency. The National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas integrates 118 ethnic policies. The Government is requested to consider and pay attention to assigning the specialized ministry in charge of state management of ethnic groups to preside over and coordinate with relevant agencies to implement component 2.

The announcement also clearly stated the need to review and identify beneficiaries, ensuring clarity and focus; prioritizing resources, increasing capital allocation levels for particularly disadvantaged communes, poor communes, ethnic minority and mountainous areas.

The National Assembly Standing Committee also requested clarification of the basis for building the total mobilized resources to implement the Unified Program, with comparison, compatibility and balance with the 3 Programs of the previous phase; research to clearly define resources for each component; calculate the capital structure and mobilization capacity, avoid conflicts between goals and resources...
