Village 19 is a particularly difficult village in Ea Rok commune. The whole village has nearly 100 households, mainly Thai ethnic people. Established in 1995, but it was not until 2011 that village 19 had electricity. In particular, because the main road in the village is only a small, narrow dirt road, it is dusty in the dry season and slippery in the rainy season, making travel and transportation of agricultural products difficult.

From the capital of Program 1719, village 19 invested in building more than 4 km of concrete road. This road was handed over and put into use from May 2025, bringing joy to the people here. Mr. Vi Xuan Yeu (Thai ethnic group) in village 19 excitedly said: "Since having concrete roads and public lighting along the main road of the village, the appearance of the village has improved significantly. Traveling is convenient. Small traders come to the place to buy agricultural products for the people."

As a particularly difficult area, Ea Rok commune benefits from the 1719 Program Phase 1 (2021 - 2025) with a capital of over 106.8 billion VND invested in the construction of rural roads, intra-field traffic, maintenance and repair of public works, construction of classrooms, boarding kitchens, provision of residential land, production land, housing support, distributed domestic water... The capital of the 1719 Program has partially removed the "bottleneck" in infrastructure investment, creating a significant change in the face of rural ethnic minority areas of Ea Rok commune.
Program 1719 has many contents, covering many areas of social life, there are many documents directing and implementing the program, some contents are not specific, there is no complete guidance, making beneficiaries confused, some contents have not been implemented so the capital disbursement is slow at the beginning.
According to Vice Chairman of Ea Rok Commune People's Committee Trinh Van Cuong, in order to speed up the disbursement process to the right beneficiaries, the locality has issued documents guiding, directing and implementing each project and sub-project. In particular, after operating the two-level local government (July 2025), Ea Rok Commune has proactively developed plans, decentralized investors and assigned each department to be in charge. The commune has also established a working group to inspect, guide and urge the implementation of the contents of Program 1719 according to regulations.

In addition, the Commune People's Committee has focused on propagating, disseminating and spreading ethnic and religious policies, project contents of Program 1719 to ethnic minorities and religious followers in many forms. At the same time, implementing regulations on decentralization, decentralization, and division of authority in each field of work with the determination to disburse all allocated program capital.
Ea Rok Commune People's Committee has also assigned specialized departments and investors to select the form of project implementation, provide guidance on the content of capital expenditure, payment and settlement regime, and strengthen propaganda, encouragement, and create favorable conditions for beneficiaries.
