The imprint of Program 1719 in Ea Rốk

With the goal of helping ethnic minority areas in particularly difficult circumstances develop rapidly and sustainably, in recent times, the Party Committee, government, and mass organizations of Ea Rốk commune have made efforts to overcome difficulties and promptly implement the National Target Program for the Development of Ethnic Minority and Mountainous Areas (Program 1719).

The projects and works of 1719 have left a distinct mark on this remote commune.

Village 19 is a particularly disadvantaged village in Ea Rốk commune. The village has nearly 100 households, mainly of the Thai ethnic group. Established in 1995, it didn't get electricity until 2011. Furthermore, because the main road in the village is only a narrow dirt road, it's dusty in the dry season and slippery in the rainy season, making travel and transporting agricultural products very difficult.

Ea Rốk commune is allocating residential land in Ia Jlơi village (village 6) to ethnic minority households using funds from Program 1719.

Funded by Program 1719, Hamlet 19 received investment for the construction of over 4 km of concrete road. This road, handed over and put into use in May 2025, has brought joy to the local people. Mr. Vi Xuan Yeu (of the Thai ethnic group) in Hamlet 19 happily stated: “Since the concrete road and public streetlights were installed along the main road of the hamlet, the appearance of the village has improved significantly. Transportation is much easier. Traders can now come directly to buy agricultural products from the villagers.”

As a particularly disadvantaged area, Ea Rốk commune benefited from Program 1719, Phase 1 (2021-2025), with over 106.8 billion VND invested in the construction of rural roads, internal field roads, maintenance and repair of public works, construction of classrooms, boarding school kitchens, allocation of residential and production land, housing support, and decentralized water supply... The capital from Program 1719 has partially resolved the "bottleneck" in infrastructure investment, creating a significant change in the face of the rural ethnic minority area of ​​Ea Rốk commune.

Program 1719 has many contents, covering many areas of social life. There are numerous guiding and implementing documents for the program, some contents are not specific, and there are no complete instructions, causing confusion for beneficiary units. Some contents have not been implemented yet, resulting in slow disbursement of funds in the initial period.

According to Trinh Van Cuong, Vice Chairman of the People's Committee of Ea Rok commune, to accelerate the disbursement of funds to the correct beneficiaries, the locality has issued guiding documents and directives for the implementation of each project and sub-project. In particular, after the operation of the two-tiered local government (July 2025), Ea Rok commune has proactively developed a plan, delegated authority to the project owner, and assigned specific departments to be responsible. The commune has also established a working group to inspect, guide, and supervise the implementation of the contents of Program 1719 as stipulated.

The roads in Hamlet 19, Ea Rok Commune, have been concreted using funds from Program 1719.

In addition, the People's Committee of the commune has focused on disseminating and spreading ethnic and religious policies, as well as the contents of the 1719 Program projects, to ethnic minorities and religious followers through various means. At the same time, it has implemented regulations on decentralization, delegation of authority, and delineation of responsibilities in each area of ​​work, with the determination to disburse all allocated program funds.

The People's Committee of Ea Rốk commune has also assigned specialized departments and the project investor to select the implementation methods for the projects, guide the content of capital expenditure, the payment and settlement procedures, and strengthen propaganda, encouragement, and create favorable conditions for the beneficiaries.
