"It is necessary to consider marine environmental protection as an essential part of economic growth"
In his opening speech at the workshop, Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai said that on October 22, 2018, the 12th Party Central Committee issued Resolution No. 36-NQ/TW affirming the aspiration to develop Vietnam into a strong maritime nation, rich from the sea, with sustainable development, prosperity and security.

With the target group identified for each stage, striving to have purely marine economic sectors contribute about 10% of the country's GDP by 2030; the economy of coastal provinces and cities will reach 60 - 70% of the country's GDP, the average income per capita in these localities will be at least 1.2 times higher than the national average... And, with a vision to 2045, Vietnam will become a strong maritime nation, with sustainable development, prosperity, security, and safety...
Suggesting some discussion contents at the Workshop, Chairman of the Committee Nguyen Thanh Hai suggested that delegates focus on exchanging and discussing the importance of the sea and marine economy.

Chairman of the Committee Nguyen Thanh Hai said that after the reorganization of administrative units across the country, Vietnam now has 21 out of 34 coastal localities, accounting for 61.76%. This shows the importance of the marine economy in the country's overall development strategy in the era of national development.
The sea is not only a resource but also a cultural space and a source of development. To develop the sea sustainably, it is necessary to consider marine environmental protection as an essential part of economic growth. It is impossible to develop a sustainable marine economy if human activities impact and damage the sea.

Emphasizing the above viewpoint, the Chairman of the Committee on Science, Technology and Environment suggested that delegates focus on discussing the implementation of policies and laws in the field of environmental protection, sustainable development of marine economy and circular economy, especially the problems that need to be promptly resolved in real life; propose breakthrough solutions to develop marine circular economy, especially in the fields of industrial marine aquaculture, seafood processing, seaports - logistics, and marine tourism.
“Sustainable development of the marine economy is not only a story of growth and benefits, it is also a story of responsibility, of preservation, to keep the sea forever green and healthy for the future”. Affirming this, the Chairman of the Committee on Science, Technology and Environment also asked delegates to discuss and clarify the thinking in sustainable development of the marine economy, the shift from the mindset of “exploitation” to the mindset of “nurturing”.

In the context of implementing the Party's policy on decentralization and delegation of power according to the principle of "local decision, local action, local responsibility", Chairman of the Committee Nguyen Thanh Hai said that it is necessary to study and give more rights and tools to coastal localities to proactively protect the sea, master the sea, and develop the marine economy according to the characteristics of each locality. This is to create momentum for socio-economic development in coastal localities, overcoming delays, overlaps, and inefficiencies.
At the same time, propose breakthrough solutions to develop the marine economy, especially in the fields of aquaculture and seafood processing, developing logistics seaports, tourism, strengthening international cooperation in science, technology, and protecting the marine environment...
Marine resource and environment management must be improved and become more systematic.
Vice Chairman of Hai Phong City People's Committee Vu Tien Phung said that Hai Phong is one of 21 coastal provinces and cities in the country, with a coastline of 125km and over 4,000km2 of sea surface, along with 8 communes and wards adjacent to the sea and 2 island special zones.
With its position as an important traffic hub, the main gateway to the sea of the northern localities, along with the breakthroughs in socio-economic development in recent years, the role of the City has been affirmed.
According to Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo, Hai Phong is identified as "a green, civilized, modern port city, a large, highly competitive service and industrial center, a key center for the country's maritime economic development, a center for tourism, resorts, entertainment, education - training, healthcare and science - technology in the North".

The Vice Chairman of the Hai Phong People's Committee stated that, like other coastal cities, Hai Phong is facing significant challenges from land-based pollution sources, climate change risks and increasing demands for marine environmental management according to international standards. This requires marine resource and environmental management to be upgraded and become more systematic, based on a complete database, scientific management methods and effective inter-sectoral coordination mechanisms.

To continue promoting the achieved results, at the same time meeting the increasing requirements in sea and island management and sustainable development of the marine economy, the Vice Chairman of the Hai Phong City People's Committee said that Hai Phong City has identified key orientations and solutions such as: continuing to perfect the institutional system, focusing on building specific regulations on marine space management, marine tourism activities, coastal corridor protection, resource exploitation and marine ecosystem conservation; reviewing and updating coastal planning and marine space planning in accordance with the national strategy; strongly promoting the development of a marine circular economy. In particular, implementing green seaport models, plastic waste-free marine tourism, green island tourism, encouraging waste recycling and reuse and mobilizing businesses to participate deeply in the marine circular ecosystem...

At the workshop, delegates listened to presentations focusing on the following topics: trends in marine economic development and orientations for marine science and technology development to serve the blue marine economy; circular economy in aquaculture and industrial marine farming; green transformation in Vietnam's maritime and waterway sectors; green tourism associated with conservation; marine science, technology and data; biodiversity conservation, application of marine biotechnology; development of fisheries extension work; green energy transformation...
