Requires careful review of motorcycle emission standards before applying from 2027

Deputy Prime Minister Tran Hong Ha requested a thorough review of the draft Decision regulating the roadmap for applying emission standards for motorbikes and scooters to ensure feasibility.

The Government Office issued Official Dispatch No. 11701/VPCP-CN dated November 28, 2025, conveying the direction of Deputy Prime Minister Tran Hong Ha on reviewing regulations on the roadmap for applying QCVN on exhaust emissions from motorbikes and scooters participating in traffic.

The document stated: Considering the proposal of the Ministry of Agriculture and Environment on promulgating regulations on the roadmap for applying national technical regulations on exhaust emissions from motorbikes and scooters participating in road traffic, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Environment to preside over and coordinate with the following ministries and agencies: Public Security, Justice, Construction, Industry and Trade, Science and Technology, Hanoi People's Committee, Ho Chi Minh City People's Committee and relevant agencies and units to carefully review the draft Decision to ensure feasibility.

The Deputy Prime Minister noted that the draft Decision needs to focus on clarifying: The issuance of this Decision when the National Technical Regulation on emissions of motorbikes and scooters participating in road traffic has not yet been issued; Solutions for organizing the inspection and certification of motorbikes and scooters meeting the emission levels prescribed in this Decision; Inspection, control and handling of violations when vehicles participating in traffic comply with emission levels; Impact of the policy on people and businesses, especially in Hanoi and Ho Chi Minh City..., report to the Prime Minister before December 15, 2025.

* It is known that the Ministry of Agriculture and Environment has developed and sought public opinions on the draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions from motorbikes and scooters circulating in Vietnam.

According to the Ministry of Agriculture and Environment, the development of a roadmap for applying National Technical Regulations on emissions for motorbikes and scooters in circulation aims to control and minimize air pollution caused by emissions, contributing to protecting public health and improving the quality of the living environment.

At the same time, this roadmap creates a legal basis to gradually eliminate vehicles that do not meet emission standards and regulations, promoting the transition to clean, environmentally friendly vehicles. The application of the roadmap also aims to implement Vietnam's international commitments on reducing greenhouse gas emissions, responding to climate change, and supporting the development of sustainable and modern urban transport in line with the national strategic orientation. This is also a necessary step towards building a sustainable transport system and developing green urban areas in the future.

The draft clearly states the roadmap for applying emission standards:

The time to start implementing emission inspection of motorbikes and scooters in circulation is from January 1, 2027 for motorbikes and scooters in circulation in the two centrally-run cities, including Hanoi and Ho Chi Minh City.

- From January 1, 2028 for motorbikes and scooters circulating in the remaining 04 centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.

- From January 1, 2030 for motorbikes and scooters circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities may stipulate an earlier application deadline.

Motorcycles manufactured before 2008 apply Level 1 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured from 2008 to 2016, apply Level 2 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured from 2017 to June 30, 2026, apply Level 3 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured after July 1, 2026, apply Level 4 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured before 2016 apply Level 1 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured from 2017 to June 30, 2027, apply Level 2 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles manufactured from July 1, 2027, apply Level 4 - The maximum allowable limit of emissions specified in the National Environmental Technical Regulation on emissions of motorcycles and motorbikes circulating in Vietnam.

Motorcycles and motorbikes circulating in Hanoi and Ho Chi Minh City must meet emission regulations of Level 2 or higher, from January 1, 2032.

Motorcycles and motorbikes circulating in the "low emission zone" of Hanoi city as prescribed by the Capital Law must meet emission regulations according to the Resolution of the People's Council.
