On the morning of November 30, in Hai Phong city, the National Assembly's Committee on Science, Technology and Environment held a workshop on "Implementation of policies and laws on environmental protection in sustainable development of marine economy and circular economy".
Comrade Le Minh Hoan, member of the Party Central Committee, Vice Chairman of the National Assembly chaired the workshop.
Comrades: Nguyen Thanh Hai, member of the Party Central Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment; Le Cong Thanh, Deputy Minister of Agriculture and Environment; Ta Dinh Thi, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment co-chaired the workshop.
Attending the workshop were comrades: Vu Tien Phung, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; La Thanh Tan, member of the City Party Committee, Deputy Head of the National Assembly Delegation of Hai Phong city.
Also attending the workshop were representatives of leaders of the National Assembly Committees; central and local coastal ministries and branches and scientists.

Speaking at the opening of the workshop, Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai said that on October 22, 2018, the 12th Party Central Committee issued Resolution No. 36-NQ/TW, affirming the aspiration to develop Vietnam into a strong maritime nation, rich from the sea, with sustainable development, prosperity and security.
After the reorganization of provincial administrative units nationwide, Vietnam now has 21/34 coastal localities, accounting for 61.76%. This shows the importance of the marine economy in the country's overall development strategy in the era of national development.
The sea is not only a resource but also a cultural space and a source of development. To develop the sea sustainably, it is necessary to consider marine environmental protection as an essential part of economic growth. It is impossible to develop a sustainable marine economy if human activities impact and damage the sea.
Therefore, difficulties in implementing policies and laws on environmental protection, sustainable development of marine economy and circular economy need to be promptly resolved...

Speaking at the workshop, Mr. Vu Tien Phung, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, said that Hai Phong has a coastline of 125 km and over 4,000 km of sea frontage. The city is the main gateway to the sea for the whole North. In July 2025, Hai Phong was recognized by the ASEAN Secretariat as a City with Sustainable Environmental Potential (COR) Certificate...
Similar to other coastal cities, Hai Phong faces significant challenges from land-based pollution sources, climate change risks and increasing demands for marine environmental management according to international standards. This requires marine resource and environmental management to be upgraded and become more systematic, based on a comprehensive database, scientific management methods and effective inter-sectoral coordination mechanisms.

The Vice Chairman of the City People's Committee emphasized that in order to improve the effectiveness of sea and island management and sustainable development of the marine economy, in the coming time, Hai Phong City will focus on developing specific regulations on marine space management, marine tourism activities, and coastal corridor protection. Review and update coastal planning and marine space planning in accordance with the national strategy.
The city will strongly promote the development of a circular marine economy. This includes building a database on seas and islands, enhancing monitoring using digital technology, applying GIS, remote sensing, and drones to manage marine areas. Expanding resource mobilization and enhancing international cooperation to invest in seaport infrastructure, preventing coastal erosion, and developing offshore renewable energy.

At the workshop, delegates listened to presentations focusing on the following topics: Trends in marine economic development and orientations for marine science and technology development to serve the blue marine economy; Circular economy in aquaculture and industrial marine farming; Green transformation in Vietnam's maritime and waterway sectors; Green tourism associated with conservation; Marine science, technology and data; Biodiversity conservation, application of marine biotechnology; Development of fisheries extension work; Green energy transformation...

Concluding the workshop, Vice Chairman of the National Assembly Le Minh Hoan highly appreciated the quality of the reports and presentations.
He requested the National Assembly's Committee on Science, Technology and Environment to synthesize and select recommendations to update the monitoring results report and report to the National Assembly Standing Committee as a basis for amending and supplementing relevant laws.
This will be an important document to perfect the legal framework for marine economic development, promote circular economy, develop renewable energy and eco-tourism, reduce greenhouse gas emissions, protect marine ecosystems and enhance the competitiveness of Vietnam's marine economic sector.

Vice Chairman of the National Assembly Le Minh Hoan emphasized that protecting the marine environment is not only the task of the natural resources and environment sector but also the responsibility of the whole society, creating a foundation for sustainable marine economic development, harmoniously connecting the environment, livelihoods and community prosperity. To develop the marine economy, it is necessary to have businesses leading the way, science and technology paving the way and a creative government contributing to changing the mindset from “exploiting resources” to “nurturing and developing ecological values”.
