
The Photo Hanoi '25 International Photography Biennale is an event organized by the Hanoi People's Committee and the French Embassy in Vietnam; chaired by the Hanoi Department of Culture and Sports and the French Institute in Vietnam, with the support of the UNESCO Office in Hanoi and a network of domestic and foreign partners. Taking place from November 1 to 30, the event brings a series of colorful and attractive international photography art creation activities to many locations in the capital.
In her closing speech, Director of the Hanoi Department of Culture and Sports Bach Lien Huong emphasized that the Photo Hanoi '25 International Photography Biennale event had created a special cultural mark, leaving beautiful emotions in the hearts of participating artists, Hanoi public, photography art lovers as well as international friends and tourists.

The event attracted more than 200,000 people interested and participating, both in person and online, especially a large number of young people in the capital who love the art of photography. More than 100 press agencies followed and reported on the event; more than 500 articles and reports were published in many different languages in print and electronic information portals.
According to Director Bach Lien Huong, within the framework of bilateral cultural cooperation between France and Hanoi, the Photo Hanoi - International Photography Biennale project is a precious and meaningful gift that the French Embassy in Vietnam dedicates to Hanoi. The project is implemented on the one hand to contribute to realizing the spirit of the cooperation agreement between the Embassy of the French Republic in Vietnam and the Hanoi People's Committee on the gradual transfer of technology by the French side, technical support to help Hanoi become a center of photography with stature and strong brand, gathering and attracting the attention of many famous artists in the domestic and international photography community; improving the professionalism of photography in Hanoi; promoting cultural exchange and dialogue between Vietnam and the world.

On the other hand, the project promises to be one of the important catalysts to promote the successful implementation of the Cultural Industry Development Strategy as the target set out in the Resolution of the Hanoi Party Committee "On the development of cultural industries in the capital for the period 2021-2025, orientation to 2030, vision to 2045".
The Director of the Hanoi Department of Culture and Sports affirmed that the city is committed and determined to successfully implement cultural initiatives and projects within the framework of the UNESCO Creative Cities Network through diversifying forms of cultural and artistic creativity, with special attention paid to developing the field of photography; thereby contributing to promoting the cultural and tourism image of the Capital; promoting international cooperation and cultural integration between Hanoi and other countries and international organizations in the region and the world .

Mr. Éric Soulier, Counselor for Cultural Cooperation and Activities, Director of the French Institute in Vietnam, affirmed that thanks to the cooperation of everyone, for many weeks, Hanoi has become a lively outdoor exhibition space. This Biennale also proves that Hanoi can do everything when the government, cultural organizations, international partners and the business community work together.
Affirming his pride in accompanying Vietnamese and international partners in the event, Mr. Éric Soulier said that cultural projects like this can become examples of success with global influence and Photo Hanoi will continue that mission.
At the event, Mr. Jonathan Baker, Chief Representative of UNESCO Office in Vietnam, affirmed the dynamism and creativity of Hanoi city and people through this event.

According to him, over the past weeks, Photo Hanoi has once again shown that photographs can connect people across cultures, spark dialogue and help us see the world around us with new and deeper perspectives. This year's Biennale has brought together photographers, curators, students, communities and visitors. All share the belief that creativity is essential to understanding who we are and opening up our vision of who we can become.

“Photo Hanoi '25 also reaffirms Hanoi's growing position as a dynamic creative city. The energy of young artists, the strength of the local creative community and the city's commitment to considering culture as a driving force for development. All have contributed to shaping a future where creativity is not only celebrated but also nurtured to thrive,” affirmed Mr. Jonathan Baker.

The Head of the UNESCO Office in Vietnam also pledged that in the coming time, UNESCO will continue to accompany and coordinate with Hanoi city and partners to further strengthen the cultural and creative ecosystem, support artists, expand access opportunities for young people and ensure that events like Photo Hanoi will increasingly grow in both scale and impact.
