According to Circular No. 29/2024/TT-BGDDT issued in December 2024, there are three subjects allowed to teach and learn extra in schools, including students whose final semester study results are not yet satisfactory, students selected by the school to nurture excellent students, and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
Tutoring in schools is not allowed to charge students. Students register for tutoring by subject, each subject has no more than 2 lessons/week.
After nearly a year of implementation, the regulation limiting extra teaching to 2 periods/week/subject in schools has revealed shortcomings. Therefore, the Ministry of Education and Training has drafted an adjustment to Circular 29 to allow more flexibility in the amount of extra teaching time in schools.
Specifically, the Director of the Department of Education and Training will be given authority to decide on cases at the request of the school principal.
The school principal shall, based on the practical conditions of the school (in terms of facilities, teaching staff, time for organizing the second session of teaching according to the school's educational plan, allocated budget...), consider the necessity and appropriateness of adding more teaching and learning time for some students of the school and propose to the Director of the Department of Education and Training to consider and decide for the benefit of the students.
In the document asking for opinions from the departments of education and training on this matter, the Ministry of Education and Training affirmed that the revised and supplemented circular still ensures the core principles of Circular 29: not collecting money from students, not increasing learning pressure, not restricting students' right to study, improving the quality of formal teaching, creating more space for students to experience and practice...
The draft amended and supplemented circular also adjusts business registration requirements for organizations or individuals organizing extra-curricular teaching and learning activities that collect fees from students in order to comply with the provisions of the new Enterprise Law when diversifying business types.
