Responding to news agencies on December 4, the Ministry of Education and Training said that the amendment and supplement to Circular 29/2024/TT-BGDDT aims to ensure that it meets practical requirements in the management of extra teaching and learning and is consistent with the provisions of many other laws such as the Law on Education, the Law on Enterprises, etc.
Along with that, the amendment of Circular 29 helps to be more flexible about the duration of extra teaching in schools and creates stricter regulations on teachers' reporting when participating in extra teaching outside of school.

Circular 29 takes effect from February 14, replacing Circular 17/2012/TT-BGDDT in 2012.
Circular No. 29 stipulates that there are 3 subjects that are allowed to teach and study extra in schools without collecting money, including: Students whose study results in the last subject of the previous semester are not satisfactory; students selected by the school to nurture excellent students and senior students who voluntarily register to review for entrance exams and graduation exams.
Regarding the amount of extra teaching time in schools, Circular 29 stipulates that each subject can be organized for extra teaching for no more than 2 periods/week (point c, clause 4, Article 5).
According to the Ministry of Education and Training, in the process of implementation, receiving opinions and recommendations from voters and society, the Ministry plans to adjust and amend the above regulations in the direction of allowing more flexibility in the amount of extra teaching time in schools, by giving the authority to the Director of the Department of Education and Training to decide.
Specifically, the draft Circular amending the regulations stipulates that school principals, based on practical conditions, consider the necessity and appropriateness of adding extra teaching and learning time for some groups of students and propose to the Director of the Department of Education and Training to consider and decide.
The Ministry requires that this amendment and supplement must still ensure the principle of Circular 29: not collecting money, not increasing learning pressure; enhancing the quality of formal study hours, and devoting time to training through educational activities according to individual needs for comprehensive development.

To comply with relevant laws, the draft amended and supplemented Circular also adjusts business registration requirements for organizations or individuals organizing extra-curricular teaching and learning activities for money to comply with the new Enterprise Law, Education Law, etc.
The draft supplementary Circular also requires teachers to regularly update on the electronic information portal or post at the tutoring facility to increase the effectiveness of social supervision and have stricter regulations on teachers' reporting when participating in tutoring outside of school.
Teachers must report before starting and update when there is a change in any of the previously communicated contents. This regulation is to strengthen the management responsibility of the principal.
Previously, the Ministry of Education and Training sent a document to a number of Departments of Education and Training to solicit comments on the draft Circular amending and supplementing Circular No. 29 on extra teaching and learning before posting it to solicit public comments from relevant agencies, organizations and individuals.
This amendment shows that the Ministry of Education and Training plans to loosen the restrictions on extra teaching and learning, expand the legal framework and authority for Departments of Education and Training to allow educational institutions to organize more than 2 extra classes per week for each subject.
