Quang Tri speeds up and resolutely carries out tasks in the last month of 2025

Stable growth but slow disbursement of public investment capital

On December 3, the People's Committee of Quang Tri province held a regular meeting to assess the socio -economic situation in November and 11 months of 2025; deploy key tasks in the remaining months of the year. The meeting was connected online to 78 communes, wards, and special zones.

In November 2025, Quang Tri province still recorded complicated weather conditions, especially the impact of storm No. 10 and many prolonged heavy rains causing heavy damage. However, people's lives were still guaranteed, the locality maintained its socio-economic growth momentum.

Specifically, the agricultural sector is basically stable, although the productivity of some crops has decreased due to storms and floods, livestock production has maintained its recovery momentum, with total output in 11 months reaching more than 139 thousand tons, up 2.2%. Aquatic product output continued to increase by 1.6% over the same period; management of aquatic product exploitation and combating IUU exploitation has been seriously implemented.

Industry maintained a stable growth rate, the production index of the whole industry in 11 months increased by 8.2%; key projects such as Quang Trach I Thermal Power Plant reached more than 96% progress, La Trong Hydropower Plant completed construction and is preparing to be energized for trial operation; power transmission projects such as Quang Tri 500kV Transformer Station are being accelerated for construction.

Trade, service and tourism activities continued to recover positively, total retail sales of goods in 11 months increased by 12.5%; the number of tourists reached more than 9.19 million, up 17.2% with total revenue from tourism reaching 10,569 billion VND. State budget revenue in 11 months reached 12,704 billion VND, exceeding the central estimate by 13.9% and the local estimate by 6.9%; credit capital continued to grow, meeting the production needs of businesses and people.

In addition, the cultural and social fields continued to receive attention and direction. Health care was strengthened, especially disease control after floods; educational activities had many highlights, including the groundbreaking ceremony for the construction of 4 inter-level boarding schools in border communes.

However, the progress of disbursement of public investment capital is still slow compared to requirements, only reaching 44.55% of the plan assigned by the Prime Minister; many key projects still face difficulties, especially in site clearance, relocation of technical infrastructure and completion of investment procedures.

"Accelerate - resolutely - effectively" carry out tasks

Recognizing the existing problems in many projects such as Quang Tri Airport, coastal roads, Dong Hoi central railway overpass, energy projects, etc., the meeting recognized the need for strong solutions to resolve them. One of the common problems of many projects is related to site clearance.

In addition, land and mineral management and waste treatment in some localities are still limited; the implementation of the two-level government model is still confusing, affecting work progress; many projects were severely damaged by floods and need large resources to repair in a short time.

Faced with objective and subjective difficulties, Chairman of the People's Committee of Quang Tri province Le Hong Vinh requested departments, branches and localities to thoroughly grasp the spirit of "acceleration - determination - efficiency" in the last month of 2025. In particular, it is necessary to focus highly on the task of promoting economic growth, especially considering the disbursement of public investment capital as a key task; urgently remove obstacles for each key project such as: Quang Tri airport, coastal road, North - South expressway, My Thuy port area, thermal power - hydropower projects, industrial parks; at the same time, strengthen the management of budget revenue and expenditure, strive to collect budget revenue higher than the estimate; proactively overcome the consequences of natural disasters, ensure the safety of dams, irrigation works and people's lives; strictly control epidemics, especially after floods.

At the same time, the units continue to accompany and support businesses to overcome difficulties, expand production and business, stimulate consumption and develop the market; promote trade and tourism promotion activities. Improve the effectiveness of investment attraction, especially in potential areas such as renewable energy, urban areas, logistics and resort tourism; fully and effectively implement with specific results the action plans to implement the conclusions of the General Secretary and Prime Minister in working sessions with the province. Urgently implement the adjustment of the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050 effectively, on time, ensuring quality, helping the province to unlock resources for development in the coming period.

In addition, it is also necessary to promote administrative reform and digital transformation, improve the quality of online public services, and prepare well for the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term. At the same time, accelerate housing support programs, complete the review of poor and near-poor households according to new standards; at the same time, strengthen the management of religions and ethnic groups, organize well cultural and sports activities at the end of the year and prepare to welcome the new year 2026; proactively grasp the situation, ensure political security, social order and safety during holidays and the time of preparation for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
