Focus on really difficult areas
The majority of National Assembly Deputies Group 14 agreed to merge the three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas into one national target program for investment in the 10-year period, from 2026-2035.

Opinions said that, despite the difficult conditions, with the efforts of the Government , Ministries, and localities, the implementation of the 3 National Target Programs has achieved encouraging results, such as: the multidimensional poverty rate from 5.2% to 1.93% by the end of 2024; the average income of rural people reached 54 million VND/person/year (1.3 times higher than in 2020).
However, according to National Assembly Delegate Chau Quynh Dao (An Giang), the Programs still have difficulties and shortcomings, so many of the set goals have not been fully achieved. For example, the rate of re-poverty is still high in ethnic minority areas; the disbursement rate is low, some projects have not been fully implemented; there are many management agencies, too many guidance documents; procedural processes are still entangled...

Therefore, delegate Chau Quynh Dao said that the consolidation of the 3 programs will reduce the focal point, limit the issuance of too many confusing guidance documents; at the same time, contribute to non-duplicated investment, support in the right place, and support the right priority subjects. In particular, a highlight of the Unified Program is to focus on places with truly difficult conditions with the view of narrowing the gap between regions in socio-economic development conditions to improve the material and spiritual life of the people.
Expressing her views on beneficiaries, delegate Chau Quynh Dao said that Article 3b mentions beneficiaries as public service units operating in the field of ethnic affairs; ethnic boarding schools, semi-boarding schools, primary and secondary schools, commune health stations, etc.

However, the list lacks Friendship School T78, Friendship School 80, Viet Bac highland high school, and university preparatory school. Therefore, it is necessary to review and supplement to avoid missing beneficiaries.
There needs to be a set of criteria for new models and beneficiaries in the coming period.
National Assembly Deputy Nguyen Viet Thang (An Giang) said that the Government has set many goals but has not yet provided specific criteria for the national criteria for new rural areas, regulations on national multidimensional poverty standards, and criteria for poor communes for the next phase, so it is difficult to assess the suitability and feasibility of the Program in the coming phase.

In addition, in the past, localities had models of new rural areas, advanced new rural areas, and model new rural areas, but in the current Program, there are some new models that have not been implemented or verified, such as modern new rural areas... Therefore, careful review is needed.
National Assembly Deputy Tran Thi Kim Nhung (Quang Ninh) also suggested reviewing the contents and component projects of the Programs to limit difficulties, obstacles and unclear consistency in implementation. The National Assembly should assign the Government to decide on specific policies of the Program; review existing policies and policies that need to be implemented in the coming time.

According to delegate Tran Thi Kim Nhung, the assessment of the impact and feasibility of policies has not been clearly stated in the context of localities implementing two-level local government. In particular, the criteria for modern new rural areas and poverty criteria for implementing the program in the coming time have not been specifically mentioned. Therefore, the Government and agencies need to clarify these criteria and carefully assess the feasibility of the policies.

National Assembly Deputy Tran Dinh Gia (Ha Tinh) suggested that it is necessary to issue a set of criteria for the new period, clarifying the criteria for "modern new rural areas". Special attention should be paid to reviewing the infrastructure planning of public service units after merging administrative units; planning residential areas in accordance with natural disaster prevention work.
