At the discussion session on the morning of December 4, delegates affirmed that the draft Report on the term of office fully and comprehensively reflected the National Assembly's innovation efforts. During the term, the National Assembly held 19 sessions, including 9 extraordinary sessions; completed more than 205 legislative tasks, exceeding the orientation by 33%. Many outstanding marks were recorded, such as amending a number of articles of the 2013 Constitution, removing institutional bottlenecks, strongly innovating supervision activities and deciding on many major policies on budget, public investment, and economic recovery after the pandemic.
Delegates also analyzed four important innovations in law-making thinking, including: innovation in the approach to law-making; drastically reducing the time and procedures for promulgating laws; changing the role of the Government and the National Assembly in drafting laws; and new thinking in removing bottlenecks when the National Assembly issued Resolution 106 allowing a special mechanism to amend laws to free up resources.
To further improve the effectiveness of legislation and supervision, opinions suggested focusing on supervising the issuance of Decrees and Circulars to ensure that legislative will is uniformly institutionalized; strengthening monitoring, urging, and re-supervision after supervision; and at the same time closely linking policy decisions with the capacity of local implementation. Delegates also suggested increasing the conditions for ensuring part-time deputies, as the workload is increasing, and the requirements for research and participation in supervision are increasing.
