This noble title is a worthy recognition from the international community for Hanoi City's persistent and creative efforts in building a comprehensive learning society where all people have the opportunity to learn throughout their lives, contributing to promoting sustainable, creative and inclusive socio -economic development.

This is also the result of the determination, efforts and close coordination over the past time of the Hanoi People's Committee with the Vietnam National Commission for UNESCO, the Department of Foreign Affairs and Cultural Diplomacy - Ministry of Foreign Affairs, the Ministry of Education and Training , the Permanent Delegation of Vietnam to UNESCO, Vietnamese and international experts and scientists as well as the important contributions of Hanoi people.

Deputy Minister of Foreign Affairs, Chairman of the Vietnam National Commission for UNESCO Ngo Le Van happily said that this is a concrete step in implementing the Party and State's guidelines and policies on encouraging lifelong learning and building the whole country into a learning society, as General Secretary To Lam emphasized: "To successfully carry out the requirements, tasks and responsibilities in the new period, lifelong learning to dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good, to become useful people is an urgent requirement for each individual, each citizen, especially cadres and employees in the political system".

According to Ambassador, Head of the Permanent Delegation of Vietnam to UNESCO Nguyen Thi Van Anh, this is a shared joy for Hanoi City and Vietnam, marking another important success in the excellent cooperative relationship between Vietnam and UNESCO. This is also a concrete step in implementing the Project on International Integration in Education and Training to 2030 approved by the Prime Minister in December 2024 and Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The Global Network of Learning Cities was established by UNESCO in 2013 as an international exchange platform that facilitates member cities to share expertise and best practices in maintaining a “Learning City”. A “Learning City” is a city/administrative unit that has successfully implemented and is committed to continuing to implement policies that promote quality education and lifelong learning for all citizens. With the addition of new Learning Cities this year, the Network now has 425 member cities in 91 countries worldwide.

Joining the Global Learning Cities Network will help Hanoi have more opportunities to exchange ideas, knowledge and experiences with other Learning Cities around the world and with the world's leading experts in education. Hanoi will also have more opportunities to attract investment and international cooperation in the field of education with other Learning Cities, becoming a model for building a learning society and a bright spot in the region in educational, cultural and creative cooperation.

Previously, the cities of Sa Dec, Cao Lanh (Dong Thap province), Vinh (Nghe An province), Son La (Son La province) and Ho Chi Minh City of Vietnam were honored to be recognized as members of this Network. Thus, up to now, Vietnam has a total of 6 cities recognized as members of the "Global Network of Learning Cities".
