Linking small and medium enterprises with large enterprises: Creating a breakthrough in the capital's supply chain

On the afternoon of December 4, the Hanoi Department of Finance coordinated with the Association of Foreign Invested Enterprises to organize a seminar on “Linking small and medium enterprises with large enterprises: Breakthrough in the supply chain for the sustainable development of the capital”. More than 150 delegates attended, including leaders of ministries, branches, localities, experts, associations and the business community.

The discussion session was attended by Mr. Mai Cong Quyen - Deputy Director of Hanoi Department of Finance; Mr. Nguyen Anh Tuan - Deputy Director of Foreign Investment Agency, Ministry of Finance ; Dr. Nguyen Anh Tuan - Chairman of VAFIE; Prof. Dr. Mac Quoc Anh - Vice Chairman and General Secretary of Hanoi Association of Small and Medium Enterprises; Mr. Nguyen Duc Minh - Vice Chairman of HAMI, General Director of Nutricare Company; and more than 150 delegates attending directly, including representatives of Departments and Divisions under the Ministry of Finance; leaders of Hanoi Department of Finance; representatives of departments, branches and 126 wards and communes of the city; leaders of business associations; economic experts; universities and press agencies. The program was broadcast online to the grassroots, contributing to enhancing the dissemination of coordination orientations between the State and enterprises in perfecting financial and investment policies to serve sustainable development goals.

Speaking at the seminar, Mr. Mai Cong Quyen emphasized the significance of the event in the context of many strategic directives of the Central and the City coming into life. He affirmed that 2025 is a special time when the whole country and the Capital celebrate many major holidays, and at the same time welcome the success of the 18th Congress of the Hanoi Party Committee, term 2025-2030. The Congress affirmed the determination to promote the thousand-year-old tradition of culture, arouse the aspiration to rise up, and build the Capital "cultured, civilized, modern, globally connected, peaceful, prosperous, with happy people".

At the same time, three important resolutions issued by the Politburo in the 2019-2025 period continue to create a foundation for socio-economic development. Resolution 50-NQ/TW (2019) requires improving the quality of foreign investment attraction associated with growth model innovation and ensuring environmental, technology and productivity criteria. Resolution 59-NQ/TW (2025) considers international integration as a strategic driving force, placing enterprises at the center of the digital economic and circular economic transformation process. Resolution 68-NQ/TW (2025) emphasizes that the private economic sector is an important driving force, promoting innovation and national competitiveness.

From that orientation, Hanoi identified five pillars of development: culture and people; green transformation - digital transformation - circular economy; synchronous and modern infrastructure; digital economy and smart cities; science, technology and innovation. This is the foundation for the capital to realize the goal of rapid and sustainable development in the next decade.

Hanoi currently has 422,212 registered enterprises, of which 223,580 are operating – accounting for 23% of the country. Small and medium enterprises account for 98.2%, create jobs for 55.1% of the workforce and contribute more than 40% of GRDP, are the main force in the growth of the City but are still limited in participating in large-scale supply chains, especially the supply chains of corporations and FDI enterprises.

In the context of the world economy continuing to fluctuate, strategic competition and extensive restructuring of supply chains, the requirement for Hanoi is to form modern linkage models between large-scale enterprises and small and medium-sized enterprises. This linkage helps small enterprises access markets, technology and management systems, while helping large enterprises increase their autonomy in supply sources, stabilize production and expand the ecosystem.

The discussion took place in the context of Hanoi persistently implementing solutions to restore and develop the economy after the pandemic, while continuing to improve the investment environment towards transparency, stability and sustainability. In the 2019-2025 period, the Politburo issued many important resolutions, clearly orienting new development pillars, emphasizing the driving role of the private economic sector, innovating the growth model and improving national competitiveness. Hanoi has concretized these orientations, maintained regular dialogue between the government and businesses, and created timely and effective information channels.

Speakers at the seminar deeply analyzed the need to innovate business association models, in which large enterprises must play a leading role and expand common growth space. Small and medium enterprises need to continue to improve their internal capacity, from standardizing management, improving product quality to promoting digital transformation to meet the standards of large value chains. Completing support mechanisms, planning the development of industry association clusters, and building production standards in line with the requirements of multinational corporations are considered key directions.

Delegates agreed that the State plays a role in creating an environment and resources for businesses to cooperate effectively; large enterprises must be the “locomotive” leading; small and medium enterprises need to proactively improve their competitiveness. Close coordination between the three entities – the State, large enterprises and small and medium enterprises – will create a strong driving force for the formation of modern, autonomous and highly adaptable supply chains.

At the end of the discussion, the Hanoi Department of Finance affirmed that it will continue to accompany the business community in perfecting policies, supporting implementation and removing difficulties. Strengthening the connection between small and medium enterprises and large enterprises is considered a key solution, contributing to increasing the competitiveness of the capital's economy, creating a foundation for rapid and sustainable development in the new period.
