Implementing the working program, on the afternoon of December 4, in Hanoi, under the chairmanship of General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, the 15th Central Military Commission Conference, term 2020-2025 continued to review, discuss and give opinions on a number of important contents.

At the conference, delegates reviewed and commented on the report on the results of the 2025 self-criticism review of the Central Military Commission Standing Committee and the head of the Ministry of National Defense ; approved the report on the results of the Emulation Movement for Victory and the emulation and reward work in 2025, and the direction for 2026; reviewed and commented on the report on the results of the implementation of various aspects of work and the report of the Central Military Commission Standing Committee on the results of handling a number of work contents in the last six months of the year.

Consider the proposal to amend and supplement Decree No. 06/2025/ND-CP dated March 15, 2025 of the Government stipulating the highest military rank and position titles of Lieutenant General, Vice Admiral of the Navy, Major General, and Rear Admiral of the Navy in the Vietnam People's Army.

After listening to the reports and comments of the delegates, concluding the conference, on behalf of the Central Military Commission, General Phan Van Giang agreed with the contents presented at the conference; assigned the relevant agencies to receive comments and coordinate with the Office of the Central Military Commission to complete the report according to regulations.

Identifying 2026 as having extremely important significance, being the first year to implement the targets and tasks of the 12th Party Congress of the Army and the Resolution of the 14th Party Congress; the entire army enters into building and implementing the goal of building a modern army, General Phan Van Giang requested that Party committees and commanders at all levels in the entire army focus on leading and directing the synchronous and drastic implementation of the targets and tasks of the Central Military Commission's leadership resolution for 2026. In particular, it is necessary to continue to improve the capacity to research, forecast, assess the situation, and advise the Party and State to properly plan military and defense policies and strategies.

Proactively research and develop theoretical thinking, military art, people's war, and successfully respond to all types of war in new conditions. At the same time, focus on improving the overall quality and combat strength of the entire army. Continue to adjust the organization of the force to be lean, compact, and strong; research and propose the establishment of a number of new forces and ensure weapons and equipment to meet the requirements of modernizing the Army. Focus on building a clean and strong "exemplary and typical" Army Party Committee; prepare well the content to serve the Army Party Committee Delegation attending the 14th National Party Congress; review, amend, supplement, promulgate and strictly implement the working regulations and leadership of the key work aspects of the Central Military Commission.

At the same time, deploy bilateral and multilateral defense foreign affairs activities to ensure substance and effectiveness; build and consolidate strategic trust with neighboring countries, in the region, major countries, strategic partners, comprehensive partners and traditional friends. Ensure adequate and timely logistics and technology for missions.

Implementing plans and projects, focusing on building military ships, manufacturing some types of modern equipment and weapons; gradually exporting products with strengths. General Phan Van Giang noted that in 2026, the Government will deploy many key national projects of strategic significance for economic development, national defense, and security nationwide. Agencies and units need to proactively grasp issues and contents related to the use of national defense land, promptly propose reasonable and effective management and use, report, and propose to competent authorities for consideration and decision.
