Speaking at the opening of the Conference, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi stated that the 15th National Assembly term took place in a context of many intertwined opportunities, advantages, difficulties and challenges.

Immediately after its establishment, with new functions and tasks (February 2025), the Committee quickly and promptly completed its organization, carried out political tasks assigned by the Party, State and National Assembly, and met new requirements.

During the past term, despite the huge workload, increasingly high quality requirements, and many unexpected tasks, with a sense of responsibility, solidarity, creativity, and determination in leadership, direction, and implementation, the Committee has made efforts to deploy and excellently complete the set goals and tasks, with many outstanding and comprehensive results in legislative work, supervision, and consulting on important national issues in the fields of national defense, security, and foreign affairs.

At the Conference, delegates watched a video summarizing the activities of the Committee on National Defense, Security and Foreign Affairs for the 15th term.

Delegates said that the Committee has always been united, unified, and has well implemented the functions and tasks assigned by the National Assembly Standing Committee and the National Assembly. At the same time, it has well completed the annual program and plan of activities, as well as the program and plan of the entire term.

Thereby, contributing to advising on the construction and improvement of the legal system in general and on national defense, security and foreign affairs in particular. The results of the Committee's activities have contributed significantly, together with the National Assembly's agencies, to implementing the motto of innovation and improving the effectiveness and efficiency of the National Assembly's operations.

The Vice Chairman of the National Assembly said that the legislative work reached a record volume, with many laws, resolutions, and ordinances submitted to the National Assembly and the National Assembly Standing Committee for consideration and approval.

Regarding supervision activities, the Committee has carried out key thematic supervisions and field surveys to develop laws.

Regarding foreign affairs activities, the Committee has advised on the organization of the National Assembly's foreign affairs activities to ensure compliance with regulations and rules, to practice thrift, combat waste and ensure efficiency, in accordance with the regular, important and specific characteristics of foreign affairs activities. The Committee has also researched, advised on strategies, and participated in many important projects of the Central Committee and the Politburo.

According to the Vice Chairman of the National Assembly, the highlights of the Committee's activities can be summarized as early and remote coordination, close coordination with ministries, branches and Government agencies; focusing on effective field surveys to serve as input materials for legislative work, resulting in many laws and resolutions being passed by the National Assembly with a very high approval rate of delegates present.

The Vice Chairman of the National Assembly also pointed out a number of limitations and shortcomings in the activities of the 15th National Assembly Term Committee.

The Vice Chairman of the National Assembly stated that the draft documents of the 14th National Party Congress have identified the guiding viewpoint of “strengthening national defense and security and promoting foreign affairs and international integration as essential and regular”. This is a new development step in the strategic planning of our Party on two tasks: defending the Fatherland and building socialism. Because national defense, security and foreign affairs are the foundation to ensure peace, stability and sustainable development of the country.

National defense, security, and foreign affairs have become important and regular tasks because they are directly related to independence, sovereignty, territorial integrity, and the survival of the regime; they are prerequisites to maintain a peaceful environment and political stability for socio-economic development and care for people's lives; they create cohesion and strength for the three pillars of national defense. In which, national defense is deterrence and protection; security is maintaining political stability and preventing risks; foreign affairs create a peaceful environment, enhance position, and mobilize international resources.

The Vice Chairman of the National Assembly emphasized the role of the Committee on National Defense, Security and Foreign Affairs as a specialized agency of the National Assembly, playing a core role in performing the functions and tasks of the National Assembly in the fields of national defense, security and foreign affairs, and being an important bridge between the National Assembly, the Government, ministries, branches, central and local agencies. Therefore, the Committee needs to closely coordinate with all levels and branches, focus on innovating legislative thinking, perfecting the legal system, on the basis of fully legalizing the Party's guidelines, policies and strategies on national defense, security and foreign affairs.

Innovate and strengthen supreme supervision of law enforcement, focusing on new and sensitive issues such as science, technology and innovation, energy security, cyber security, human security, other non-traditional security, and implementation of international commitments.

Strengthen parliamentary diplomacy in general and the fields of defense, security and foreign affairs in particular, both bilaterally and multilaterally; promote the role of a proactive, active, important and responsible member; proactively participate in building and shaping multilateral institutions.

Strategic advice on building the all-people national defense posture, people's security posture, Party and State foreign affairs and people's diplomacy associated with socio-economic development and protecting the Fatherland from early on and from afar.
