During the visit and working session in Mongolia from September 30 to October 3 at the invitation of the Mongolian National Assembly, Senior Lieutenant General Tran Quang Phuong, member of the Party Central Committee, Vice Chairman of the National Assembly, held talks with Vice Chairman of the Mongolian National Assembly Bukhchuluun Purevdorj, met with Chairman of the Mongolian National Assembly D. Amarbayasgalan, received Chairman of the Mongolia-Vietnam Friendship Parliamentary Group Judagiin Bayarmaa, met with officials and staff of the Vietnamese Embassy and the Vietnamese community in Mongolia, and visited the Ho Chi Minh Inter-level School No. 14.
On October 1, in the capital Ulaanbaatar, Mongolia, Vice Chairman of the National Assembly Tran Quang Phuong held talks with Vice Chairman of the Mongolian National Assembly Bukhchuluun Purevdorj.
Vice Chairman of the National Assembly of Mongolia Bukhchuluun Purevdorj welcomed Vice Chairman of the National Assembly Tran Quang Phuong to visit Mongolia on the occasion of the first anniversary of the establishment of the Vietnam-Mongolia Comprehensive Partnership and the 80th anniversary of Vietnam's National Day, believing that the visit at this special time by Vice Chairman of the National Assembly Tran Quang Phuong will contribute to promoting the cooperative relationship between the two countries, as well as Vietnam-Mongolia parliamentary cooperation.
Vice Chairman of the National Assembly Tran Quang Phuong thanked the Mongolian National Assembly for the warm welcome given to the delegation.
Expressing his impression of Mongolia’s “Vision 2050”, the Vice Chairman of the National Assembly shared information about Vietnam’s lean and reform revolution to achieve 100-year development goals through promoting the implementation of strategic breakthroughs; affirming that Vietnam and Mongolia are always friends and important partners of each other in the process of realizing development goals.
Sharing his impressions of Vietnam when he visited in 2018 on the occasion of attending the Annual Meeting of the Asia-Pacific Parliamentary Forum (APPF-26) in Hanoi, Vice President of the National Assembly of Mongolia Bukhchuluun Purevdorj highly appreciated Vietnam's foreign policy with the policy of always valuing relations with traditional friends and partners; thanked Vietnam for always respecting and preserving the traditional cooperative relationship between the two countries over the past 70 years; affirmed that Mongolia always supported and assisted Vietnam in the resistance war, the struggle for independence and the development process of Vietnam.
The two sides assessed that the Vietnam-Mongolia cooperation relationship is at its best stage after 70 years of establishing diplomatic relations and is developing rapidly and substantially after 1 year of establishing the Comprehensive Partnership framework; agreed to continue to cooperate closely to implement and concretize the agreements between the two countries' senior leaders during the State visit of General Secretary and President To Lam to Mongolia in September 2024; strengthen exchanges and sharing of experiences in the operation of the two countries' parliaments and legislative experience, promote cooperation in the fields of politics, diplomacy, defense, security, economy, trade, investment, science, technology, agriculture, culture, education, tourism, people-to-people exchange, transportation, minerals, etc.
Vice President of the Mongolian National Assembly Bukhchuluun Purevdorj expressed his admiration for Vietnam's rapid development in recent times; assessed that Vietnam has a stable political system, hardworking people, and the Vietnamese Government has effective investment attraction policies; wished to share experiences between the two countries' National Assemblies in the legislative field of protection and attraction of foreign investment; affirmed that the Mongolian National Assembly is always ready to be the focal point to promote and facilitate Vietnamese enterprises to invest in Mongolia in potential fields such as food, meat processing, etc.
Agreeing with the opinion of the Vice President of the Mongolian National Assembly that the trade turnover between the two countries is not commensurate with the potential, Vice President of the National Assembly Tran Quang Phuong said that the two countries have complementary economic structures and have full conditions to further promote cooperation in the fields of trade and agricultural processing; Vietnam is ready to send high-quality workers to work in Mongolia, as well as ready to sign a new Agreement on encouragement and protection of investment between Vietnam and Mongolia.
Vice Chairman of the National Assembly Tran Quang Phuong also proposed that the two sides promote defense and security cooperation between the two countries, including the fields of military technology, defense industry, peacekeeping activities at the United Nations, law enforcement, crime prevention, development of the Vietnam Cavalry Mobile Police Corps, etc.; proposed to promote the re-signing of the Memorandum of Understanding on cooperation between the two National Assemblies in accordance with the new framework of relations, creating a foundation for close coordination to promote cooperation contents of interest to both sides.

On October 1, at the State Palace in the capital Ulaanbaatar, Mongolia, Vice Chairman of the National Assembly Tran Quang Phuong met with Chairman of the Mongolian National Assembly D. Amarbayasgalan and received Chairman of the Mongolia-Vietnam Friendship Parliamentary Group Judagiin Bayarmaa.
At the meeting with the Chairman of the Mongolian National Assembly, Vice Chairman of the National Assembly Tran Quang Phuong conveyed the congratulatory message from General Secretary To Lam, the congratulations and regards from Chairman of the National Assembly Tran Thanh Man on the occasion of Mr. D. Amarbayasgalan being elected as Chairman of the Mongolian People's Party.
Welcoming and appreciating the significance and importance of the first visit of Vice Chairman of the National Assembly Tran Quang Phuong to Mongolia, which is also the first visit of a Vice Chairman of the Vietnamese National Assembly in 10 years, Chairman of the Mongolian National Assembly Dashzegve Amarbayasgalan affirmed that the foundation of the relationship between the two countries is the traditional friendship built 70 years ago, since the official visit of President Ho Chi Minh to Mongolia; emphasizing that the visit contributes to the development of the relationship between the two countries in the fields of politics, economy and cooperation between the two legislative bodies and parliamentarians.
Reiterating and affirming that Vietnam always remembers and appreciates the sentiments and valuable assistance that the State and people of Mongolia have given Vietnam during the war and the cause of national construction and development over the past years, Vice Chairman of the National Assembly Tran Quang Phuong assessed that the traditional friendship between Vietnam and Mongolia is at its best stage of development and is increasingly substantive after more than 70 years of establishing diplomatic relations and after 1 year of establishing the Comprehensive Partnership during the State visit of General Secretary and President To Lam to Mongolia in September 2025, with 5 outstanding points: higher political trust; closer cooperation between ministries and branches of the two countries; more active delegation exchanges and people-to-people exchanges; initial improvement in economic cooperation; and deeper and more substantive relations between the two countries' National Assemblies.
Sharing the determination and efforts of the Vietnamese National Assembly in perfecting institutions to realize development goals, the Vice Chairman of the National Assembly affirmed that the Vietnamese National Assembly will closely coordinate with the Mongolian National Assembly in promoting the concretization of the Comprehensive Partnership framework and developing the Vietnam-Mongolia cooperation in a practical, effective and comprehensive manner; and agreed that the two sides will soon re-sign the Memorandum of Understanding on cooperation between the two countries' National Assemblies as soon as possible.

The Vice Chairman of the National Assembly proposed to strengthen substantive cooperation between the two National Assemblies and between the specialized committees, the Friendship Parliamentary Groups, and young parliamentarians of the two countries' National Assemblies; strengthen cooperation to promote trade and investment through connecting and organizing investment seminars; strengthen cooperation with Vietnam in the fields of culture, sports, and tourism in which Mongolia has strengths such as archery, wrestling, boxing, and judo; continue to care for and support the Vietnamese community to feel secure living, studying, and working in Mongolia.
Affirming that Mongolia attaches importance to relations with Southeast Asian countries, of which Vietnam is a leading partner; emphasizing the important role of the legislative bodies of the two countries, the Mongolia-Vietnam Friendship Parliamentary Group in the overall relations between the two countries, as well as in the increasingly close and close relationship, National Assembly Chairman D. Amarbayasgalan affirmed that the Mongolian National Assembly is making efforts to perfect the legal system, enhance transparency, and create a favorable investment environment for investors, including Vietnamese enterprises, in fields such as agriculture, electricity industry, processing, mining, and manufacturing industry.
On the same day, Vice Chairman of the National Assembly Tran Quang Phuong received Chairman of the Mongolia-Vietnam Friendship Parliamentary Group Judagiin Bayarmaa. Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated and thanked the Mongolia-Vietnam Friendship Parliamentary Group for its active contributions to building and enhancing political trust and relations between the two countries in recent times; and suggested that the Friendship Parliamentary Group continue to promote its role as a heart-to-heart bridge between the people of the two countries, promote substantive cooperation between the two National Assemblies, and support and promote the Vietnam-Mongolia bilateral relationship to develop more strongly and comprehensively.

Chairman of the Mongolia-Vietnam Parliamentary Friendship Group Judagiin Bayarmaa stressed that the important foundation of Vietnam-Mongolia relations is the trust between the two countries' senior leaders, as well as the tradition of standing side by side, supporting and assisting each other between the two peoples in the 70-year history of relations; affirming that they always attach importance to relations with Vietnam.
Chairman of the Mongolia-Vietnam Parliamentary Friendship Group Judagiin Bayarmaa will continue to promote cultural and sports exchanges to enhance understanding and friendship between the people of the two countries; strengthen support for local cooperation; and wish to closely coordinate with the Vietnam-Mongolia Parliamentary Friendship Group, establish a mechanism for regular delegation exchanges between parliamentarians, thereby further promoting cooperation between the two countries, especially in the fields of investment, trade, agriculture, environment, and labor.
At the meeting with officials and staff of the Vietnamese Embassy and the Vietnamese community in Mongolia, Vice Chairman of the National Assembly Tran Quang Phuong visited and encouraged overseas Vietnamese living, studying and working in Mongolia.

The Vice Chairman of the National Assembly affirmed the consistent policy of the Party and State to always care for and look after the Vietnamese community abroad, and at the same time requested the Vietnamese Embassy in Mongolia to continue to perform well the assigned tasks, promote the role of a bridge between the two countries and do well the work of overseas Vietnamese, supporting them to integrate well into the host society.
On the same day, the delegation also visited Inter-level School No. 14 named after President Ho Chi Minh, laid flowers at the President Ho Chi Minh Monument on the school campus and donated 10 sets of computers and 3,000 USD to support the digitalization process, improve equipment and technical facilities of the school.
Vice Chairman of the National Assembly Tran Quang Phuong hopes that students will continue to practice the five teachings of Uncle Ho well, and that they will try harder in their studies and training to bring joy, pride and happiness to their teachers and families, and be worthy of being students of the School named after President Ho Chi Minh./.
