Mr. Nguyen Van Phuong: Hue is entering a period of both starting to develop with the new role and position of a centrally-run city, and focusing on implementing a two-level local government model, with many advantages and difficulties intertwined, the city sets out a new development perspective and a new vision to build a document to submit to the Congress with many new points.
