

What moved voters, the people, and the National Assembly deputies the most was the way the National Assembly always put the people at the center of all decisions. When the entire political system was struggling to fight the pandemic, the National Assembly flexibly issued special, unprecedented mechanisms to protect people's lives and livelihoods; at the same time, creating conditions for economic and social recovery and development.
As the country enters a new phase, the National Assembly not only adjusts policies to adapt but also boldly orients the future: Perfecting the socialist-oriented market economic institution, promoting digital transformation, innovation, developing Vietnamese culture and people, ensuring national defense and security and deep international integration.
The spirit of strong institutional reform, creation and accompanying the Government in action but at the same time closely monitoring, ensuring discipline and order. From national target programs, socio-economic development strategies, to amending a series of important laws in areas such as land, housing, IT, culture, education , health, etc., all aim at a common goal of building a strong, prosperous, democratic, civilized nation, so that every citizen can live happily and develop comprehensively.

Associate Professor Dr. Bui Hoai Son shared that with each press of the button, he and many other National Assembly deputies clearly felt the weight of the trust that voters placed in them. Each decision passed was the crystallization of collective intelligence, of a process of in-depth discussion, frank debate, consultation with experts, listening to voters and real life.
There are fundamental bills on amending the Constitution, land, housing, culture, technology, or resolutions related to social security, national governance, the rights of people and businesses... Behind each of those decisions are millions of people with expectations, thousands of professional staff who have diligently prepared, and the concern and responsibility of each National Assembly delegate for the future of the country.

“The moment of pressing the button is not only to be recorded in the minutes of the parliament, but also to leave a mark in the hearts of the people, in every step of the country's transformation. It is a pride to be able to contribute to the legislative process, but also a serious reminder of responsibility: every decision today must open a better path for tomorrow, must help the country move faster on the journey to build a strong and sustainable Vietnam, where every citizen has the opportunity to develop and live a happy, civilized life,” according to Mr. Bui Hoai Son.
According to Associate Professor Dr. Tran Hoang Ngan, the institution is identified as a "bottleneck" so the National Assembly has been making efforts to amend, improve and have more effective ways to make the law compatible, suitable with reality and help the Government as well as localities to implement smoothly. Or infrastructure is one of the weaknesses of Vietnam, in recent times, thoroughly implementing the Party's policy, the National Assembly together with the Government has put forward many policies to synchronously invest in the socio-economic infrastructure system, from railways, highways to seaport systems and logistics.

The highest State authority also decided on many specific mechanisms and policies for localities to promote decentralization, delegation of power, dare to decide and take responsibility for their decisions, on that basis creating a growth momentum that spreads across many provinces and cities. "And thanks to that, as the Prime Minister reported to the National Assembly, most of the country's important targets have been completed, especially in 2024 and 2025, 15/15 socio-economic targets have been completed," according to Mr. Tran Hoang Ngan.

Speaking at the final session of the 15th National Assembly, delegate Tran Quoc Tuan - Director of the Department of Industry and Trade of Vinh Long province shared that he and many voters nationwide expressed their appreciation and high agreement with the comprehensive results that the Party Central Committee, the National Assembly and the Government have achieved. In the context of many fluctuations in the world's political economy, Vietnam is still likened to a calm sea in the midst of a storm and a bright spot going against the global trend, as assessed by prestigious international organizations.
“GDP growth reached about 7.85%. Inflation was controlled at 3.27%. Exports increased by more than 16%. Budget revenue increased by 30.5% compared to the same period in 2024. Those figures not only demonstrate the Government's steady leadership but also affirm the Party's leadership and the National Assembly's close support and supervision,” said Mr. Tran Quoc Tuan.

In addition to macroeconomic stability, institutional reform and streamlining the apparatus have also created important turning points. The two-tier local government model in 34 provinces and cities has been implemented and initially operated stably. Along with that, a series of major laws have been issued, forming a solid legal framework for the new development stage.
According to Mr. Huynh Thanh Phuong, Deputy Secretary of the Party Committee of Tay Ninh Province's Party agencies, the past 5 years have been a challenging period unprecedented in many decades, but our country has still maintained macroeconomic stability and achieved many comprehensive results.
The average growth rate in the 2021-2025 period reached about 6.3%, although it did not reach the target of 6.5% to 7%, but it is a commendable result in the context of many fluctuations in the world. The economic scale reached over 510 billion USD, an increase of nearly 1.5 times compared to 2020. GDP per capita reached about 5,000 USD, bringing Vietnam into the group of countries with a high average income. Inflation was controlled around 3%. Public debt maintained at 35% to 36%, ensuring national financial security.


Transport infrastructure "transformed" thanks to breakthroughs in institutions and management
Three strategic breakthroughs were promoted, notably the transport infrastructure with more than 2,000 km of expressways put into use. The North-South axis routes, regional expressways, airports, and key seaports were started, contributing to changing the face of development. The economic structure shifted positively. Industry and services accounted for 80.5% of GDP, with processing and manufacturing industries accounting for 24.7%. The digital economy accounted for about 14% of GDP, creating an important foundation for transforming the growth model. Many innovative high-tech start-ups were formed, spreading the spirit of innovation in society.
At the same time, social security is ensured. The multidimensional poverty rate has decreased to 1/3%. Millions of people, tens of millions of vulnerable people and workers affected by the pandemic have been supported. Social welfare continues to be expanded, and people's lives have significantly improved.
