According to the report of the Department of Construction, Bac Ninh province has allocated about 352 hectares of land for social housing development in zoning and detailed planning projects, which, when completed, will provide about 170,000 apartments.

Up to now, the whole province has implemented 83 projects with a total area of about 289.52 hectares, expected to meet the demand of more than 118,000 apartments when completed. Of which, 34 projects have been completed or partially completed, with a scale of 78.87 hectares with 23,437 completed apartments and 7,289 apartments under construction; 15 projects are being invested in and prepared for investment, with a scale of 46.07 hectares, expected to provide about 14,432 apartments; 36 projects are in the stage of site clearance and investment preparation, with a scale of 164.23 hectares, expected to provide about 72,866 apartments.
Since the beginning of 2025, the whole province has completed 12,649 more apartments, reaching nearly 80% of the target assigned by the Prime Minister (15,920 apartments). Through reviewing 3 projects under construction, the number of apartments registered to be completed in the last months of 2025 is 3,636. Thus, Bac Ninh province has basically completed the target assigned by the Prime Minister in 2025.
However, the province still has 17 projects facing difficulties and problems in site clearance; the sale and lease-purchase of social housing funds for rent; housing conditions for beneficiaries of social housing support policies; and some issues related to investment approval procedures...

The Department recommends that the Ministry of Construction submit to the Government for promulgation instructions on appraisal of social housing selling prices for the cases specified in Point g, Clause 5 - Article 198 of the 2023 Housing Law; instructions on leasing procedures and sample lease contracts for cases where social housing investors lease to organizations and enterprises as prescribed in Article 10 of Resolution 201/2025/QH15; instructions on a number of contents related to investment policy approval procedures, and at the same time assign investors in cases where social housing construction investment projects have not been approved for investment policy; investment approval or do not have equivalent legal documents as prescribed in Article 7 of Decree No. 192/2025/ND-CP dated July 1, 2025...

Concluding the working session, Deputy Minister of Construction Nguyen Van Sinh highly appreciated the results of the Project implementation in Bac Ninh province in recent times.
The Deputy Minister requested the province and the Department of Construction to continue to focus on directing and supporting investors to implement projects on schedule, contributing to increasing the supply of social housing; creating favorable conditions for workers to access social housing funds; adding to the report on total investment of social housing projects. Continue to review administrative procedures, attract resources to the field of social housing development in the area.
Regarding the province's recommendations, Deputy Minister Nguyen Van Sinh requested the members of the Working Group to receive, synthesize and propose solutions to respond to the province in writing as soon as possible.
