Integrating 3 national target programs to focus investment resources

Continuing the 10th session, on December 3, the National Assembly discussed in groups the Draft Resolution of the National Assembly on: Investment policy for the National Target Program on New Rural Areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas until 2035 and a number of important resolutions. Comrade Ly Thi Lan, member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation, co-chaired the group discussion session.

Speaking at the discussion, comrade Ma Thi Thuy, Deputy Head of the Provincial Delegation of National Assembly Deputies, highly agreed on the integration of the three programs because they have the same goal of improving living standards, income, and sustainable poverty reduction in disadvantaged areas. The integration of the programs will help make investment effective, planning, and planning focused and unified, limiting the situation of scattered investment, overlapping beneficiaries, management focal points, etc. in the previous period.

Delegates expressed concerns that the target of average income of ethnic minorities equal to 2/3 of the national average (more than 3 times higher than 2025) and higher than the average income in rural areas is not really reasonable, while investment resources are still limited. Delegates suggested to consider and review the above target to make it closer to reality. Comrade Ma Thi Thuy also suggested that the Government evaluate the multidimensional poverty reduction target more realistically and should not assign annual poverty reduction targets.

Regarding the target of striving for 100% of communes to escape poverty, ethnic minority areas no longer have particularly difficult communes and villages, this is a big challenge, so it is necessary to focus key resources on building essential infrastructure, creating sustainable livelihoods and having a strong enough specific mechanism to implement.

Regarding the target of about 65% of communes meeting NTM standards, it is necessary to clarify the feasibility of the criteria set for the 2026-2030 period, especially in the condition that communes merge and consolidate many criteria through low assessment...

Regarding budget capital, it is necessary to arrange it with focus and key points, clearly identify the subjects, prioritize increasing the allocation quota for especially difficult communes, border areas, and ethnic minority areas, and should not allocate counterpart capital to localities with budget difficulties.

Delegate Ma Thi Thuy also proposed reviewing the contents that overlap with other national target programs and assessing the difficulties and problems (in terms of institutions, decentralization, etc.) of the previous period to find solutions to effectively implement the program.

Participating in the discussion, delegate Lo Thi Viet Ha highly agreed with the investment policy of the Vinh - Thanh Thuy Expressway Construction Project and the amendment and supplementation of resolutions on special mechanisms for Ho Chi Minh City and Da Nang City. Regarding the ethnic minority area program, which is a special program, it is necessary to objectively evaluate the results and limitations of the implementation process.

The delegate said that it is necessary to review some indicators in the draft resolution to be closer to reality; policies on health, education , and culture must ensure that they do not overlap with programs on health, education, and culture being presented at the 10th session, avoiding overlap, waste, and dispersion of resources; after the arrangement of two-level local governments, there have been many changes in the province and commune areas, the Government needs to promptly review the communes with difficulties and especially difficulties to announce implementation in accordance with reality. Regarding capital counterpart, the delegate said that for localities with difficulties, the Government needs to study regulations on the counterpart rate suitable for localities with difficulties.

Delegate Trang A Duong highly appreciated the 3 national target programs in the recent period. However, the implementation of these 3 programs has revealed many limitations that need to be unified. The delegate suggested that the component of developing mountainous ethnic minority areas must be fully implemented in accordance with Resolution No. 88/2019/QH14 and Resolution No. 120/2020/QH14, while prioritizing the concentration of resources, avoiding dispersion; the management agency organizes the implementation of the program from the central to the grassroots level in accordance with its functions and tasks, ensuring streamlining, without creating new apparatus and staff.

Delegate Hoang Ngoc Dinh said that integrating three National Target Programs into one unified Program is a big step forward, aiming to increase synchronization and efficiency in resource use, avoiding duplication and overlap in objectives, content, objects and beneficiary areas.

Delegates suggested that the goals and targets by 2035 need to be specifically quantified to have a basis for implementation; determine the number of communes meeting NTM standards not lower than the target of the previous period; the management mechanism of the Integrated Program needs to be unified and streamlined, avoiding the situation of many focal points; promptly issue a unified legal framework ( principles, criteria, capital allocation norms ) to ensure consistency, avoid overlapping tasks and facilitate local implementation; research, develop mechanisms, and stipulate the proportion of counterpart capital not exceeding 10% for localities with difficulties; have solutions to avoid overlap between programs; arrange stable medium-term capital sources with high flexibility for localities; strengthen decentralization and authorization for localities, especially at the commune level...
