Over 9,000 surplus houses and lands need to continue to be arranged and reorganized.

To carry out the arrangement, placement and handling of headquarters, houses and public land when reorganizing administrative units according to the 2-level local government model, the Government issued 16 decrees, the Prime Minister issued 1 decision; the Ministry of Finance issued 1 circular, organized working groups to inspect, review and evaluate the situation of arrangement, placement and handling of headquarters and public assets of localities and opened 16 online training classes for provincial and commune-level officials and civil servants of 34 provinces and cities.

As of December 1, the total number of housing and land facilities in localities and units that have been handled is 17,496 (accounting for 65.89%). Of which, the following purposes have been arranged: 798 medical facilities; 4,002 educational facilities; 1,314 cultural and sports facilities; 7,952 offices and facilities for administrative and public service agencies. The number of surplus real estate facilities that need to be further processed is 9,056 facilities.

Regarding cars, up to now, 3,232 commune-level administrative units (97.32%) have been equipped with cars for work; 73 communes in Thanh Hoa province, 11 communes in Dong Thap province, and 5 communes in Son La province have not been equipped with cars for work (2.68%).

Regarding machinery and equipment, 100% of commune-level administrative units reported that they were fully equipped with machinery and equipment to serve their work.

For Tuyen Quang province, from January 1, 2025 to December 1, 2025, the whole province has completed the processing of 152 houses and land facilities, with a total land area of 311,842m2; of which, 51 facilities are arranged for the following purposes: as working offices; 18 facilities are arranged for career activities (except education, health, culture and sports); 14 education and training facilities; 2 health care facilities; 4 cultural institutions and 63 other purposes. There are no surplus houses and land facilities.

The total number of houses and land facilities that need to be further processed is 843; of which 609 facilities have had decisions on processing; 234 facilities have not yet had decisions. The total number of houses and land facilities that have been processed in the form of recovery and transfer to local management is 724.

The meeting was held online to 34 provinces and cities.

At the conference, localities reported on implementation results, shared and clarified advantages and difficulties in implementing the handling of real estate assets; at the same time, proposed solutions for the fastest and most accurate implementation, avoiding loss, waste and surplus of real estate assets, etc.

Concluding the conference, Deputy Minister of Finance Do Thanh Trung requested the provinces to quickly complete the adjustment of the planning of new provinces and cities after the merger as a basis for continuing to arrange surplus housing and land; the arrangement, placement and handling must ensure the physical facilities (headquarters) for the apparatus according to the new model and the activities of cadres, civil servants, public employees and workers; continue to give priority to the purposes of health, education and training, culture, sports, commune police headquarters and other public purposes, not to lose or waste houses and land after the arrangement of administrative units.

For assets that are surplus equipment and machinery, immediately transfer usable assets to agencies, organizations and units that are in need to save costs and avoid waste; for damaged assets that are no longer usable, promptly liquidate them and include them in the budget revenue...
