Deputy Prime Minister Nguyen Hoa Binh attended the conference to review the amnesty work and community reintegration work for amnestied prisoners in 2025.

The Ministry of Public Security held a conference to review the work of amnesty and community reintegration for pardoned prisoners in 2025 on the morning of December 4. Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Amnesty Advisory Council, attended and directed the conference.

2025 is the year of many important events for the country: Celebrating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), Celebrating the 80th anniversary of the founding of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the President issued 2 decisions on amnesty.

In 2025, the Amnesty Advisory Council submitted to the President for signing a decision on amnesty to release 22,086 people (including 22,079 prisoners and 7 people whose prison sentences were temporarily suspended) to return to society, reunite with their families and relatives on the meaningful occasion of April 30 and September 2.

Through monitoring by the authorities and reports from the Ministry of Public Security, it is shown that, up to this point, among those recently pardoned, there are only 7 cases of recidivism (accounting for a very small percentage of 0.03%), the security and order situation related to the pardon work is well ensured.

Conference to review amnesty work and community reintegration work for amnestied prisoners in 2025.

Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh emphasized that amnesty is a major policy, demonstrating a lenient and humane policy imbued with the cultural identity and fine traditions of the Vietnamese people. This policy not only demonstrates the strictness of the law but also demonstrates the profound humanity of our regime towards those who make mistakes but know how to repent, reform, and actively correct their mistakes to become good people.

Inheriting and promoting the nation's humanitarian tradition, over the past 80 years, the Party and State have granted amnesty and early release to hundreds of thousands of prisoners to return to their families and the community.

Since 2009, the President has decided to pardon and release prisoners before their term ends for more than 100,000 people. Those who have been pardoned have been received by their families, authorities, sectors, organizations, and social groups, and have created favorable conditions for them to gradually stabilize their lives and integrate into the community.

The results of the 2025 amnesty work demonstrate the efforts and endeavors of agencies, especially detention facilities and criminal execution facilities. With love and responsibility, comrades have overcome many difficulties and hardships to do a good job of managing, educating, and reforming prisoners to abandon their past mistakes, comply with the provisions of the law and detention regulations, actively study, and reform to become good people. At the same time, it demonstrates the accuracy and compliance with the provisions of the law in organizing the review of amnesty records.

The good implementation of amnesty work has the effect of motivating and encouraging those serving prison sentences to confidently carry out their sentences, compete to study and improve themselves to be eligible to enjoy the lenient and humane policies of the Party and State.

Besides, the work of community reintegration for people who have been pardoned and released from prison before their term is also of great concern to the State and Government.

The Ministry of Public Security, the Ministry of National Defense, ministries, departments, branches and local People's Committees have directed agencies and units to develop plans, receive pardoned people back to their localities and proactively take measures to manage and support them to soon stabilize their lives, effectively implement Decree No. 49 of the Government detailing the Law on Enforcement of Criminal Judgments on community reintegration and Decision No. 22 of the Prime Minister on credit for people who have completed their prison sentences. The percentage of pardoned people who register to reside in their localities is from 97 - 98%.

The Deputy Prime Minister affirmed that in the coming time, the Party and State's policy will continue to have special amnesty on the occasion of major holidays and important events of the nation.

Therefore, to continue to effectively implement the amnesty and community reintegration work for people released from prison early by amnesty, Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches, and localities to learn from experience, promote the results of previous amnesty campaigns, and continue to effectively carry out four key tasks.

Specifically, one is to fully and deeply grasp the Party's guidelines, policies, and viewpoints, and the State's policies and laws on amnesty, ensuring democracy, fairness, objectivity, transparency, and compliance with the law.

Regularly and effectively carry out propaganda work and widely disseminate humane and humane policies on amnesty and clemency, and regulations of the Amnesty Law, combined with fighting against and refuting destructive and negative arguments and acts that go against the Party's policies on amnesty.

Second, the People's Committees of localities, relevant agencies, organizations and enterprises shall proactively develop plans and take measures to receive and create favorable conditions to help pardoned people return to their localities to settle down and stabilize their lives; effectively implement Decree No. 49 of the Government and Decision No. 22 of the Prime Minister on credit for people who have completed their prison sentences.

The police force, especially the grassroots police, must advise local Party committees and authorities to organize management, supervision, education, and assistance for pardoned people so that they can avoid guilt, and at the same time guide and support them to find the right path. Sectors, levels, social organizations, and businesses should always open their arms and create the most favorable conditions for pardoned people to quickly integrate into the community, participate in labor production to become good citizens, useful to the community and society, and minimize recidivism.

The Ministry of Public Security conducts a summary assessment to serve the amendment, supplementation or issuance of a new Decree to replace Decree No. 49 and Decision No. 22 of the Prime Minister.

Third, the Ministry of Public Security, as the Standing Agency for amnesty work, continues to proactively advise the Party, State, and Government on proposing policies and guidelines on amnesty. Amnesty work must be reviewed, summarized, and promptly rewarded.

At the same time, based on the practice of amnesty work, the Ministry of Public Security presides over and coordinates with relevant ministries and branches to review the provisions of the Amnesty Law to amend and supplement them in accordance with other legal documents such as the Penal Code, the Criminal Procedure Code, the Law on Enforcement of Criminal Judgments, etc.

The amendments and supplements should focus on regulations on conditions for proposing amnesty, cases in which amnesty is not proposed; conditions, order, procedures, and authority to propose amnesty in special cases; management and education of amnestied people returning to their place of residence to integrate into the community.

Recently, the National Assembly passed a number of laws related to the execution of criminal sentences and amnesty, including the Law on Judicial Assistance in Criminal Matters, the Law on Extradition, the Law on Transfer of Persons Serving Prison Sentences, the Law on Enforcement of Detention, Temporary Detention and Prohibition from Leaving the Place of Residence, and the Law on Enforcement of Criminal Sentences.

The Permanent Deputy Prime Minister requested the Ministry of Public Security and ministries, branches and localities to urgently advise the Government and the Prime Minister to direct implementation, focusing on advising on the development and implementation of decrees and circulars guiding implementation, and thoroughly organizing the implementation of practical work on detention management, criminal sentence execution and community reintegration.

Fourth, the Ministry of Public Security and the Ministry of National Defense closely coordinate with ministries and branches to absolutely ensure security and safety of detention facilities; at the same time, continue to do a good job of managing detention, educating and reforming prisoners; fully implement regimes and policies for those serving sentences so that they actively work, reform, and strive to be pardoned and released soon.

Promote the application of technology, digital transformation, build smart detention facilities, smart and modern management and education of prisoners, ensure objectivity and fairness, facilitate the regular assessment and classification of prisoners and review and approve amnesty records accurately and for the right subjects when requested.
