Seven successes through amnesty work in 2025

On the morning of December 4, the Ministry of Public Security held a conference to review the work of amnesty and community reintegration for pardoned people in 2025. Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Amnesty Advisory Council, attended the conference.

Early release for 22,086 people

In 2025, the Amnesty Advisory Council submitted to the President for signing a decision on amnesty to release 22,086 people from prison early to return to society, reunite with their families and relatives on the occasion of April 30 and September 2. Through monitoring by the authorities and reports from the Ministry of Public Security , up to this point, among those recently pardoned, there were only 7 cases of recidivism (accounting for 0.03%), the security and order situation related to the amnesty work was well ensured.

Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and commended ministries, sectors, and localities for their good implementation of the amnesty policy; proactively coordinating and immediately implementing community reintegration work for amnestied people to return to their families and society.

According to the Deputy Prime Minister, amnesty is a major policy, demonstrating a lenient and humane policy imbued with the cultural identity and fine traditions of the Vietnamese people. This policy not only demonstrates the strictness of the law but also demonstrates the profound humanity of our regime towards those who make mistakes but know how to repent, reform, and actively correct their mistakes to become good people.

Inheriting and promoting the nation's humanitarian tradition, over the past 80 years, the Party and State have granted amnesty and early release to hundreds of thousands of prisoners to return to their families and the community. In particular, from 2009 to present, the President has decided to grant amnesty and early release to more than 100,000 people. Those who have been granted amnesty and early release have been received by their families, all levels, sectors, organizations, and social groups, and have created favorable conditions for them, helping them to gradually stabilize their lives and integrate into the community.

In 2025, the President issued two decisions on amnesty. Despite the urgent time from reporting the policy to implementing the amnesty, members of the Amnesty Advisory Council together with departments, ministries, and branches, especially prisons, detention camps, and Criminal Enforcement Agencies of the Ministry of Public Security and the Ministry of National Defense nationwide, quickly completed the documents, processes, and procedures for strict, careful, and correct review of subjects and conditions, ensuring publicity, transparency, objectivity, democracy, and compliance with the law.

That result demonstrates the efforts and endeavors of ministries, departments, and branches, especially detention and criminal execution facilities, with love and responsibility, to overcome many difficulties and hardships to do a good job of managing, educating, and reforming prisoners to abandon their past mistakes, comply with the provisions of the law and detention regulations, actively study, and reform to become good people. At the same time, it demonstrates the accuracy and compliance with the provisions of the law in organizing the review of amnesty records.

Emphasizing the seven successes of the amnesty work, the Chairman of the Amnesty Advisory Council said that, first, we have implemented the Party's clemency policy and affirmed that the amnesty policy will continue to be implemented well in the coming time.

Second, along with other activities during the recent holiday, the amnesty work increased people's morale during the celebration of the great holiday and increased people's trust in the Party's leadership.

Third, through amnesty, encourage prisoners to strive for clemency.

Fourth, amnesty work contributes to spreading good activities, altruism, care and support for those who have made mistakes so that they can reform and return to their families and society.

Fifth, through these amnesties, we also effectively implement the humane policies and guidelines of the Party, State, and Government for reformed prisoners such as vocational training, loans, job referrals, etc.

Sixth, with this amnesty result, it once again affirms the very positive results and important contributions of the police force in the work of reforming prisoners. Amnesty also helps reduce pressure on prisons. From here, we can draw many valuable lessons on the work of managing and educating prisoners, in considering amnesty. This is a lesson for the police force to fulfill its tasks well.

Seventh, under the leadership of the Party, Government and President, the forces have coordinated and operated with the utmost quality and consistency, creating success in the amnesty campaigns.

Support pardoned people to find the right direction

To continue to effectively implement the amnesty and community reintegration work for people pardoned and released from prison early, the Deputy Prime Minister requested ministries, sectors, and localities to learn from experience and promote the results of previous amnesty campaigns, fully and deeply grasp the Party's guidelines and viewpoints, the State's policies and laws on amnesty, ensuring democracy, fairness, objectivity, transparency, and compliance with the law. Regularly and effectively propagate and widely disseminate humane and humane policies and guidelines on amnesty and clemency, and the provisions of the Amnesty Law, combined with fighting against and refuting destructive and negative arguments and acts that go against the Party's policies and guidelines on amnesty.

People's Committees of localities, relevant agencies, organizations and enterprises shall proactively develop plans and take measures to receive and create favorable conditions to help pardoned people return to their locality of residence to soon stabilize their lives; effectively implement Decree No. 49/2020/ND-CP of the Government and Decision No. 22 of the Prime Minister on credit for people who have completed their prison sentences.

The police force, especially the grassroots police, must advise local Party committees and authorities to organize management, supervision, education, and assistance for pardoned people so they can avoid feelings of guilt, and at the same time guide and support them to find the right direction.

“I hope that sectors, levels, social organizations and businesses will always open their arms and create the most favorable conditions for pardoned people to quickly reintegrate into the community, participate in production and labor to become good citizens, useful to the community and society, and minimize recidivism,” said the Deputy Prime Minister; at the same time, he requested the Ministry of Public Security to summarize and evaluate to amend, supplement or issue new documents to replace Decree No. 49 and Decision No. 22.

The Chairman of the Amnesty Advisory Council also noted that the Ministry of Public Security, as the Standing Agency for Amnesty, should continue to proactively advise the Party, State, and Government on policies and guidelines for amnesty. Amnesty work must be summarized, summarized, and rewarded promptly. Based on the amnesty practice, the Ministry of Public Security will preside over and coordinate with relevant ministries and branches to review the provisions of the Amnesty Law to amend and supplement them in accordance with other legal documents such as the Penal Code, the Criminal Procedure Code, the Law on Enforcement of Criminal Judgments, etc.

Recently, the National Assembly passed a number of laws related to the execution of criminal sentences and amnesty, including the Law on Judicial Assistance in Criminal Matters, the Law on Extradition, the Law on Transfer of Persons Serving Prison Sentences, the Law on Execution of Temporary Detention, Temporary Detention and Prohibition from Leaving Place of Residence, and the Law on Execution of Criminal Sentences. The Deputy Prime Minister requested the Ministry of Public Security and ministries, branches, and localities to urgently advise the Government and the Prime Minister to direct the implementation, focusing on advising on the development and implementation of decrees and circulars guiding the implementation to organize the implementation of the work of detention management, execution of criminal sentences, and community reintegration.

Along with that, the Ministry of Public Security and the Ministry of National Defense closely coordinate with ministries and branches to ensure absolute security and safety of detention facilities; at the same time, continue to do a good job of managing detention, educating and reforming prisoners; fully implement the regime and policies for those serving sentences so that they actively work, reform, and strive to be pardoned and released soon. Promote the application of technology, digital transformation, build smart detention facilities, smart and modern management and education of prisoners, ensure objectivity and fairness, facilitate the regular assessment and classification of prisoners and review and approve pardon records accurately and correctly when requested.
